Description:

Background: The District employs full-time professional employees in positions requiring a certificate from the State Board of Educator Certification (SBEC), nurses under a probationary or term contract and other designated employees. The purpose of this agenda item is to facilitate Board approval of these contracts. List is being provided under separate cover. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approve the employment of these individuals as indicated on the list provided. |

5.D. Consider/Approve Quarterly Investment Report for the Quarter Ended November 30, 2021
Description:
Priority #5: Optimize All Available Resources
Background: The Public Funds Investment Act ("PFIA") under Government Code, Chapter 2256: Public Funds Investment requires that each district, not less than quarterly, prepare and submit to the Board of Trustees a report of investment transactions for all funds. The Quarterly Investment Report includes the District’s investment transactions required by the PFIA for the quarter ended November 30, 2021. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approve the Quarterly Investment Report for the quarter ended November 30, 2021.

5.E. Consider/Approve Administrator Contracts
Description:
Priority #1: Optimize Diverse and Engaging Learning
Background: Annually, Administrator Contracts are submitted to the Board of Trustees for approval. Administrators may be on a 1-year, 2-year or 3-year term contract. Provided under separate cover is a list of contracts with the type of contract, length, and year of expiration indicated. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees accept the Administrator Contract recommendation as presented. |
5.F. Consider/Approve Review of Innovative Courses for 2022-2023
Description:
Priority #1: Optimize Engaging and Diverse Learning
Background: Innovative Courses in the TWEDS (Web-Enabled Data Standards) are required to be approved annually by the CFB Board in order to be offered at our campuses in the 2022-2023 academic year. These are offered as state-approved innovative courses to enable students to master knowledge, skills, and competencies not included in the essential knowledge and skills of the required curriculum (Texas Administrative Code [TAC] Section 74.27). Innovative courses will be for state elective credits at the high school campuses and meet certain endorsement requirements on the Foundation High School Program. The proposed courses have been reviewed by the CTE department and should not require additional funding outside of the regular school needs. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approve the offering of the proposed Innovative Courses for the 2022-2023 school year as presented.

Description:

Background: On Feb 17, 2022, the Board of Trustees passed an order to conduct a Trustee Election on May 7, 2022. The school district will contract with the Dallas County Elections Administrator to administer many aspects of the election as it relates to CFBISD Dallas County voters. District legal counsel reviews the contract annually. As the Election Agreement and Contract for Election Services also includes other participating governmental entities, the participants, polling locations, and estimated amounts are subject to change as elections by entities are added or cancelled. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approve the Election Services Contract for Dallas County Elections as presented.

Background: On February 17, 2022, the Board of Trustees passed an order to conduct a Trustee Election on May 7, 2022. The school district will contract with the Denton County Elections Administrator to administer many aspects of the election as it relates to CFBISD Denton County voters. District legal counsel reviews the contract annually. 5.I. Consider/Approve Renewal of Playground Design Services, Playground Systems Equipment and Playground Installation Services
Description:
Priority #2: Optimize Facility, Safety and Security and Infrastructure to be Adaptable to Student Needs
Background: A district-wide survey was completed in 2021 to assess the current state of campus playgrounds and outdoor learning areas. The resulting report indicated the need for a phased repair and/or replacement of these spaces to afford CFBISD students with sites that foster social, intellectual, and physical growth. The District sought quotes for the purchase of playground design services, playground systems equipment, and playground systems installation services. Twenty-eight national, regional, and local playground systems specialists were solicited for quotes, and the District received four (4) responses. The quotes were submitted by Lea Park & Play, The Playground Shade and Surfacing Depot, WeBuildFun, and Whirlix Design, Inc. under the provisions of the BuyBoard cooperative purchasing contract, #592-19. The quotes came in at a discounted rate between 3-15% on playground systems and design/installation services and were selected as providing the best value to the District. The overall cost of this phased project is estimated to total $500,000, which includes playground design services, playground systems equipment, and playground systems installation services. Funding sources could include appropriated budgeted funds, general operating budget, TIF funds, and Bond funds. Procurements will occur in phases as designs for each site are completed. Contract start dates will commence as early as March 4, 2022 and will extend through September 30, 2022, and may be extended beyond September 30, 2022, subject to a replacement bid being awarded by The BuyBoard Cooperative at the expiration of Contract No. 592-19. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approve the purchase of playground design services, playground systems equipment, and playground systems installation services from Lea Park & Play, The Playground Shade and Surfacing Depot, WeBuildFun, and Whirlix Design, Inc. and authorize the Superintendent or his designee to negotiate and execute contracts for such purchases in the best interest of the District. |

6.B. Consider/Approve the Proposed Revisions to the HB3 Board Goals
Description:
Priority #1: Optimize Diverse and Engaging Learning
Background: On May 7, 2020, the Board approved CFB’s current House Bill 3 Board Goals for 3rd grade Reading, 3rd grade Math and College, Career & Military Readiness (CCMR). Due to an interrupted school year which resulted in no STAAR testing in 2020, followed by interrupted learning for our students (At-Home Learning, Remote & Traditional Learning, Quarantines, etc.) in 2020-2021 and 2021-2022, CFBISD convened committees to establish proposed revisions to the HB3 board goals. These updated goals were shared with Trustees at the February 17, 2022 Special Called Board Meeting. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approve the revisions presented to the HB3 Goals.
