Rationale:
School Districts are required to hold a Budget Hearing prior to adopting the budget for the current school year. The hearing is not limited by time, allowing for comments by patrons wishing to give their input related to the proposed budget.

Rationale:

Adoption of the 2023-24 School District Budget
Rationale:
School Boards are required to take formal action to adopt the School District Budget. Once the budget hearing is held, a formal "action item" is entertained with the board having the ability to adopt the budget as published; make changes to the budget, and vote to adopt; or vote to postpone the motion to adopt for further consideration.
All information regarding the 2023-24 budget was provided during the Budget Hearing. Options for the budget and an opportunity for public input were also provided during the August 28, 2023, Board Budget Retreat.

Approval of the 2023-24 Property Tax Resolution
Rationale:
School Boards are required to take formal action to approve the Property Tax Request for each budget cycle. Once the tax request hearing is held and the proposed budget adopted, a formal resolution is voted on by the board to set the final tax request.
All information related to the property tax request was provided during the hearing to set the final tax request for 2023-24. Further, information regarding the 2023-24 tax request was provided during the August 28, 2023, Budget Retreat, allowing the public an opportunity for input and comment.

NASB Policy Service Updates
Rationale:
This is round 2 of recommended policy updates as provided by the NASB Policy Review Service, primarily due to LB705, the Christmas Tree Bill.
This round identifies a number of special education policies that require minor revision due to changes this past year. Sped Policies 612.01 - 612.20 all have minor revisions to bring them up to date. In addition, there are updates regarding policies for suspension/expulsion (505.03) and alternative education (605.02). Included are new policies addressing LB298 dyslexia requirements (605.15) for data and reporting as well as a new policy for artificial intelligence (604.16). This list of updates is fairly numerous. However, they address minor revisions in policy to address action by the past legislative session. NASB recommends all policy service subscribers adopt these updates.
