8 pencil boxes filled with school supplies

Relevant Facts:
The District was awarded the grant for the Athletic Department based on a grant application specifically supporting the Unified Bocce Team.

Grant funds are restricted to the purposes associated with the Unified Bocce grant award.

Budget Impact:
$2,500 in grant revenue to support the Unified Bocce program; no District expenditure is identified as part of the award.

Description:  Description:
Accept the donation of 30 new children’s books from the Allegheny Intermediate Unit K-12 ESL Program in memory of Jessica Bartholomew, a former ESL educator with a connection to the Carlynton School District.

Relevant Facts:
The AIU organized the book drive to honor Ms. Bartholomew’s commitment to English Learners. The donated books were selected to reflect diverse experiences, cultures, and identities and will be added to the Carnegie Elementary library collection. Each book includes a memorial dedication in her honor.

Other Important Information:
The AIU selected Carlynton because Ms. Bartholomew had a connection to the District during her educational career. The donation is intended to continue her legacy of supporting English Learners and helping students see themselves represented in literature.

No cost to the District.

Approve the District’s consent to the Tri-COG Land Bank’s proposed acquisition of four tax-delinquent properties in Crafton Borough and authorize the Superintendent to execute the required acknowledgment and consent.

Relevant Facts:
The properties are 255 Clearview Avenue, 64 S. Grandview Avenue, 164 Fountain Street, and 0 Fountain Street. The Land Bank intends to acquire the properties through the tax foreclosure process, rehabilitate or market them for productive use, and return them to the tax rolls. The District has until September 22, 2026, to object.

Outstanding District tax delinquencies total $146,431.98:

• 255 Clearview Avenue - $34,488.06
• 64 S. Grandview Avenue - $64,143.42
• 164 Fountain Street - $8,709.56
• 0 Fountain Street - $39,090.94

Other Important Information:
District consent includes discharge of applicable school district tax claims. Administration believes recovery of the long-standing delinquent taxes through traditional collection efforts is limited, while the Land Bank process provides a mechanism to return the properties to productive use and future taxable status.

Budget Impact:
Discharge of up to $146,431.98 in delinquent school tax claims, offset by the potential restoration of the properties to the tax rolls and future tax revenue.

Approve payment of the following certified prime contractor applications for the Carnegie Elementary Addition & Alterations Project in the total amount of $883,638.60.

Relevant Facts:
The R.A. Glancy applications are certified for $294,240.60 for June and $178,899.75 for July. Enders' July schedule reflects $123,800 completed and stored to date and $12,355 in retainage. East West's July application reflects a revised contract amount of $1,565,318 after a $2,018 change order and a current payment of $33,750.90. Westmoreland's July application is certified for $272,227.85.

Other Important Information:
Applications have been reviewed/certified through the project's construction manager and architect/engineer as reflected in the submitted payment documents. Retainage is being withheld in accordance with the respective applications. 

Budget Impact:
$883,638.60, charged against the existing Carnegie Elementary Addition & Alterations construction project budget and respective prime contracts. This action primarily authorizes progress payments under previously awarded contracts; the East West July application also reflects a $2,018 contract adjustment shown in its payment documentation.

Relevant Facts: Massaro's invoices are each $24,950 for June and July construction-phase services. PSI billed $7,200 for asbestos monitoring and $4,200 for asbestos monitoring and TEM analysis. HRG's construction-administration invoice totals $1,890. Hillis-Carnes billed $840 for construction materials/geotechnical testing associated with Carnegie Elementary.

Description:  The purpose of the Carlynton Junior-Senior High School FreeStore club is to continue to provide students with access to food through the weekend backpack program and to have a pantry available for students having crisis food insecurity. The club fosters leadership, compassion and community service through student involvement. 

The FreeStore Club supports Carlynton's educational mission by addressing food insecurity so students can focus on learning and fully participate in school. It also promotes leadership, responsibility, compassion, and community service by engaging students in planning, organizing, and operating the program. 

Student volunteers would help organize donations, stock shelves, prepare food bags, and support donation efforts. The faculty sponsor (Megan Thomas) would coordinate volunteer schedules to ensure all interested students have opportunities to participate.

Approve Gabriela Champion as a School Board Student Representative for a two-year term beginning with the 2026-2027 school year.

Relevant Facts:
Gabriela will serve as the junior-class Student Representative in accordance with Board Operations Guideline 004-BOG-5. The position is non-voting and advisory and provides student representation and input to the Board.

The two-year appointment will continue through Gabriela’s junior and senior years.

Approve the school bus routes for the 2026-2027 school year as presented.

Relevant Facts:
The proposed routes provide transportation for eligible Carlynton students attending District schools and other schools/programs for which the District provides transportation. Routes are scheduled according to the respective school calendars and transportation requirements.

Routes may require adjustments during the school year based on enrollment, student needs, school schedules, road conditions, or operational requirements.

Budget Impact:
Transportation costs are included in the District's approved 2026-2027 transportation budget.
