4.H. North Penn Educational Foundation
Description:
The Foundation last met on June 16 at the ESC, where we recognized our Student Liaison, Alexander Muto, as he concluded his service before heading to college in Texas. Alexander made a meaningful impact on the board, including helping revamp the student representative program. We look forward to welcoming two, possibly three, new student representatives this fall. The golf outing preparation is in full swing! Being held at Talamore Country Club on Tuesday October 6th, I am proud to say it is our 25th year of holding this incredible event. We are looking for golfers and sponsors. The Foundation’s annual Build a Bag school supply drive is also underway for the 2026-2027 school year. Community members can donate through our Amazon and Target registries, drop off supplies at locations throughout the community (including the ESC), or organize their own collection drive. For more information on the golf outing, Build a Bag program and or the Educational Foundation, please contact Christine Liberaski at the ESC or visit npennedfoundation.org. |

4.I. Legislative
Description:
Governor Shapiro signed Pennsylvania’s 2026-27 budget and School Code bill on July 12, giving school districts much greater certainty heading into the new school year than we had last year. The budget includes a record $11.85 billion in major K-12 education funding, including $565 million for adequacy and tax equity supplements, $58 million for Basic Education Funding, $55 million for Special Education, $10 million for Career and Technical Education, $125 million for school infrastructure improvements, more than $100 million for school safety and mental health initiatives, and continued funding for universal free breakfast. The School Code bill includes several statewide policy changes, including updates to Pre-K requirements, career and technical education pathways, financial literacy instruction, school facilities reporting, lead remediation standards, bullying and suicide prevention policies, daily recess minimums for elementary students beginning in the 27-28 school year, and greater flexibility in educator certification. A separate proposal to establish a statewide student cellphone policy was not finalized before the legislature went into summer recess. The House passed legislation in June that would prohibit student cellphone use during the school day beginning in 2027-28, with exceptions for medical, educational, and other needs. Although the Senate previously passed a similar bill, it did not take final action on the House version before recessing for the summer. The earliest the legislation could resume moving through the process is when the Senate returns at the end of September. |
