The Sunshine Act provides several reasons a board may meet privately to discuss district business. Those reasons can be remembered by using the acronym CLEAR for:

1.4. Citizens Speak —
The Board requires that public participants be residents or taxpayers of this district or anyone representing a group in the community or school district; any representative of a firm eligible to bid on materials or services solicited by the Board; any district employee; or any district student. All individuals wishing to participate in a public Board meeting shall register their intent with the Board Secretary in advance of the meeting and shall include the name and address of the participant, topic to be addressed and group affiliation, if applicable. Participants must be recognized by the presiding officer and must preface their comments by an announcement of their name, address, and group affiliation if applicable. Each statement made by a participant shall be limited to a specified number of minutes duration. No participant may speak more than once on the same topic, unless all others who wish to speak on that topic have been heard. All statements shall be directed to the presiding officer; no participant may address or question Board members individually. |

2. RECOGNITION
|
|
2.1. President Liz Gump and Vice-President Julie Chandler are being recognized this year for reaching five years of service as a school board member as part of PSBA's Honor Roll of School Board Service Program. Since 1983, the Pennsylvania School Boards Association has been recognizing the contributions of dedicated local school directors with long-term service. A thank you and congratulations goes out to Mrs. Gump and Mrs. Chandler for their service and commitment to the betterment of our schools and community.

2.2. Ms. Natalie Blackburn is the September Superintendent Star Educator recipient. She began as a classroom teacher at Cecil Elementary School prior to its closing and transitioned to the ArtTeacher position with the opening of the new Muse Elementary.
Her talent as an educator, art instructor and creative designer is unbelievable. Throughout her career at CM, she has designed posters, daily chalkboard illustrations, yearbook covers, t-shirts, community artwork,invitations and murals! Natalie is also the illustrator for Author Bryan Skavnik’s book Be the Nice Kid: In the spring of 2018, Bryan began looking for an artist to partner with to design and illustrate for Be The Nice Kid. He found Muse Elementary art teacher, Natalie Blackburn, to be the perfect fit. Bryan especially liked Ms. Blackburn’s daily positive chalkboard illustrations that are shared with students/staff at Muse and posted on the internet daily for others to see. Ms. Blackburn has been working with Bryan and Be the Nice Kid on illustrations for books, workbooks, and activity pages, helping students stay positive and Be the Nice Kid all over the world! |

2.3. Congratulations to the Canon-McMillan High School faculty, staff and administration for being designated once again a U.S. News & World Report Best High School. They are ranked #99 in the state out of 741 high schools.

Recommended Motion(s):
To approve the following student trips with the understanding that if the Secretary of Homeland Security issues an alert or advisory or the DOH, CDC, or PDE recommends cancelling events due to health and safety issues, the Superintendent has the authority to cancel any or all of the trips to preserve the health, welfare and safety of our students and staff:
1. HS students to Dish Works in Lancaster, PA to film a commercial based on a cafeteria workers award winning recipe September 28-29, 2026. Cost to come out of the cafeteria fund.
2. 1. High School Symphonic Band to The Smoky Mountain Music festival, Gatlinburg, and Dollywood Theme Park April 1-7, 2027.
3. High School Drama Club juniors and seniors to New York City April 29, 2027-May 1, 2027.
