PUBLIC COMMENT GUIDELINES 
Public Comment for Action Item 8.A. Only.

• The Board of School Directors encourages comments from the community (the Board requires that public participants be residents or taxpayers of this district) during the Public Comment section of the Agenda.
• If a community member present in the Boardroom wishes to express Public Comment, a request card must be completed to include his/her name, address, contact phone number, and/or email address. 
• The presiding officer will accept Public Comment from only those attending the meeting in person. Upon recognition by the presiding officer of the Board, the individual may begin speaking.
• In accordance with Board Policy 903, a community member may be limited to *five minutes, or a time set at the beginning of the meeting. Please understand that comments are timed, and the presiding officer of the meeting, or designee, will halt comments as appropriate.
• Further, Board policy indicates that the Board will take questions and concerns under advisement and issue a response after due deliberation. A representative of the Board or District administration will contact the individual at the phone number or email provided to share the Board’s response.
• The Board does not allow complaints of a personal nature be initiated at a Public Meeting. Any such complaints will be referred to the Superintendent.

Description:  NEW:

• Liberty University — Administration recommends entering into an affiliation agreement with Liberty University to allow their students to perform field experience (student teaching) in our District.  This agreement is consistent with agreements the District has entered into with other colleges/universities. 
• Liberty University — Administration recommends entering into a Practicum Articulation Agreement with Liberty University for the placement of students to complete practicums as a part of their degree program.

RENEWALS:

• Commonwealth University of Pennsylvania MOU Early College Program — Act 55 requires each school district, CTC, and charter school to enter into an agreement with an institution of higher education to allow students to enroll in college coursework prior to high school graduation.  This is a 3-year renewal and offers our students a reduced rate of 75% off of the in-state tuition cost.
• Lincoln Intermediate Unit 12 ECYEH Program Letter of Agreement — This PA Education for Children and Youth Experiencing Homelessness (ECYEH) Program Local Education Agency (LEA) Letter of Agreement (LOA) for the 26/27 school year, is a required document for when the State monitors LEAs on McKinney-Vento compliance.

Description:  Establishing a committee of board members to create a Policy 605.1 District-Initiated Tax Assessment Appeals.

Description: 

• The district did not conduct lead sampling this year due to a consistently low risk, as tests over the last seven (7) years have shown results below the threshold set by Act 39 of 2018 testing mandates.

Description:  After conversation with the Turf Contractor and Turf Track & Court, a Artificial Turf Sweep is not necessary.  Groomer attachment is included in the price of turf. 

Description:  Recommendation for the approval of Baseball field upgrades including fencing along home side, approx 100 ft ($4,000) and stones removed from dugouts and replace with warning track material ($9,000) and bleachers moved from MS to Baseball field.  The costs will be paid from the Construction funds. 

Description:  Recommendation for the purchase of a Mule UTV at a cost not to exceed $11,000. This will be paid from the Construction fund.
