The Administration recommends approval of the attached Tax Collectors' Report for School District Real Estate Taxes for the Borough of Hatboro and Horsham Township for August 2026.

Public Content:  The Administration recommends the approval or ratification of the following contracts:

Sonitrol (HS)
This is an agreement to purchase and install security cameras at the High School Cafeteria in order to upgrade the security of the area.

Sonitrol (Simmons)
This agreement is for the installation of card readers for the elevator at Simmons on first and second floors. This will allow for keyless operation. 

Soliant
This is an agreement for a paraprofessional placement within the District.

Chester County I.U.
This is an addendum to the original approved agreement with Brandywine Virtual Academy to approve wellness check-in services for students learning from home. This will ensure compliance requirements are met that mandate weekly visual contact to assess student safety and disability identification. 

Montgomery County I.U.
Professional development service agreement on Data Science for the 6-12 Math and Computer Science Teachers. It was an overview of what data science is and how it intersects with courses such as Math and Statistics.

The Camphill School, Inc.
This is an enrollment contract for an HHSD student for the 2026–2027 school year. 

LearnWell
There are two agreements to provide educational services to students who have been admitted into medical facilities. 

Overbook School for the Blind
This is a tuition agreement for an HHSD student to receive 1:1 aide for the 2026-2027 school year in accordance with their IEP.

Explorations
Staffing services agreement for the Interim Elementary Principal at Blair Mill Elementary School. 

Browns Canyon Lodge
This is the travel agreement for the High School Ski Club to go to Utah. It includes lodging and flight costs. 

Horsham Fire Company
This agreement is for an additional date needed for EMS services at a High School football game. 

US Coachways
This is a charter bus agreement for the elementary school music trip to Dorney Park.

Bridges
This is a math curriculum pilot program that was previously approved at the July 2026 Board Meeting. This is an addendum for additional materials for the second grade. 

Hatboro-Horsham Wrestling Club
This is a renewal of the per participant agreement for use of District facilities. The fee increased from $15/participant to $20/participant for 2026-2027 school year. 

Hatboro-Horsham Hoops
This is a renewal of the per participant agreement for use of District facilities. The fee increased from $15/participant to $20/participant for 2026-2027 school year. 

St. Catherine of Siena
This is a renewal of the per participant agreement for use of District facilities. The fee increased from $15/participant to $20/participant for 2026-2027 school year. 

Mike Mikulski
This is a renewal of an agreement for the Mikulski group to use District facilities to play basketball. The total fee is $4,000 with $3,000 being made payable to the Hatboro-Horsham High School Scholarship fund and $1,000 being made payable to the High School Wall of Fame.  

Horsham Heat
This is a renewal of the per participant agreement for use of District facilities. The fee increased from $15/participant to $20/participant for 2026-2027 school year. 

Hatboro-Horsham Aquatics Association
This is a renewal of facilities use agreement with HHAA for the use of the Keith Valley Middle School pool for the Aquatics Club and for swim lessons.

First Class Entertainment
This is a contract for DJ/MC services for the High School Homecoming Dance. 

SuperEval
This is a renewal of an online evaluation platform for educational leaders.

Werner Bus Lines Inc.
This is a transportation agreement for the high school trip to Liberty State Park and the 9/11 Museum. 

Tara Dugan
This is a revised special services contract for her role as an OT coordinator assisting the assistive technology team. This includes a rate increase from $66.30/hour to $70.00/hour.

DeltaVision
This is the Group Vision insurance contract. It is a new offering for our employees effective September 1, 2026 with a three-year contract term.

Children's Hospital of Philadelphia
This is an agreement to pay for hospital school services for intermittent admissions possible during the 2026-2027 school year.

Jump Ahead Pediatrics
This is an agreement for services of a Board Certified Behavior Analyst for the Hatboro-Horsham School District.  

Public Content:  The Administration recommends approval of conference attendance for District employees.

Public Content:  The Administration recommends approval of student field trips involving overnight travel or travel greater than 50 miles.

The Administration recommends the ratification of an allowance adjustment for the Pool Decommissioning project in the amount of $18,335.16 for additional concrete work.

Public Content:  The Administration recommends approval of an employee profit sharing program for the Food Service Department employees.

Public Content:  The Administration recommends approval of the 2026-2027 bus routes, subject to adjustment and modification as determined by the administration to be necessary and appropriate to ensure the safety and efficiency of the transportation operation during the school year.

Public Content:  The Administration recommends approval of the disposal of obsolete library books at Crooked Billet Elementary School, obsolete science materials from Keith Valley Middle School, obsolete instruments from Keith Valley Middle School and disposal of Special Services tools in the attached documents and in accordance with Policy 706.1, Obsolete Equipment.

Public Content:  The Administration recommends acceptance of a donation of school supplies, including backpacks filled with items as well as snack items from Sprinkle of Hope in accordance with Policy 702, Gifts, Grants, and Donations. The supplies were donated to Hallowell Elementary School for use by the students.  

Public Content:  The Administration recommends approval of the following:

1. HHSD 12th Grade student was placed at Devereux Children’s Intellectual and Developmental Disabilities Services program, 390 East Boot Road, West Chester, PA 19380

Public Content:  The Administration recommends the approval of the District mileage reimbursement rate ($0.76/mile) in accordance with the IRS standard mileage rate effective July 1, 2026.

Public Content: 

The Administration recommends approval of student activity organizations and authorized signatories for the 2026-2027 school year.

The names in the attached report are redacted for student privacy and to limit unauthorized attempts to access District accounts. 

Public Content:  The Administration recommends approval of the attached Human Resources action items, including but not limited to appointments, changes of status, resignations, retirements, leaves of absence, substitute employment, extracurricular assignments, and supplemental pay per District policy.

Retirements and resignations were received as required by policy.  Candidates for employment were selected and recommended following an interview process conducted by the hiring supervisor (principal, director, etc.). Candidates complete all required new hire paperwork and secure required clearances prior to the start of employment.

Public Content:  The Administration recommends approval of an employment agreement with Nicole McClure, Teacher on Assignment, 6th Grade Keith Valley Middle School.

Public Content:  The Administration recommends approval of a Memorandum of Agreement with Hatboro-Horsham Education Association

Public Content:  The Administration recommends approval of revisions to the compensation and benefits plan between the District and the Act 93 Administrators.

Public Content:  The Administration recommends approval of a revision to the attached support staff compensation model to be effective November 16, 2026 to adjust for revised and eliminated positions only.

Public Content:  The Administration recommends approval of a First  Reading of new policy:

Policy #204.1, Virtual Attendance and Wellness Checks.

If recommended by the Board, this policy will be considered for a Second Reading and Final Adoption by the School Board at its October 26, 2026 meeting.

Public Content:  The Administration recommends approval of a First Reading of revised policy:

Policy #822, Automated External Defibrillator (AED) - Last Revised 2009.

The attached policy was revised in response to the discussion during the September Policy Committee meeting.

If recommended by the Board, this policy will be considered for a Second Reading and Final Adoption by the School Board at its October 26, 2026 meeting.

Public Content:  The Administration recommends approval of the settlement agreement for two (2) students requiring special education services.

Public Content:  The Administration recommends that the Board authorize the Board Secretary to cast votes for PSBA candidates for the offices of President-Elect, Vice President, Treasurer, Eastern Zone Representative,  E-4 Section Advisor, and PSBA Insurance Trustees.

Public Content: 

The Student Board Representatives communicate students' perspectives, represent their peers, and participate in governance with the School Board.  They will help bridge the gap between Board members and students through advocacy, communication, and encouragement to be more engaged in policy and decision making.  Student Board Representatives are not voting members of the Board or any Board Committee.

Public Content:  Dr. Andre McLaurin, Director of Educational Programming, will provide an update regarding the District's federal programs.

Public Content:  Dr. Robert Jarvis is currently serving as the District representative to the Montgomery County Intermediate Unit.

Public Content:  Theresa Brown is currently serving as the District representative to the Pennsylvania School Boards Association.

Public Content:  Dr. Scott Eveslage, Superintendent, will provide an update regarding the operations of the District and timely information related to education.

Public Content:  Attached is a list of field trips that were approved from August 2026 to September 2026.  This report does not include student trips that are within the district or athletics events.
