Description:
Upstart/Waterford Program
The Beaver County School District Board of Education will discuss the proposed Upstart/Waterford Program Plan for the upcoming school year. Identify WHY the budget was under spent: We had two people hired district wide to help with the preschool (age 4) upstart program and one of those aides quit, and we did not hire another person. Future budget Planning and Adjustments: My plan for this unspent money is to do the following: 1. Sign the lower-level MOU each year ($5,000) until our reserved funds are depleted to an appropriate amount. 2. Put a teacher who has completed administrative classes in charge of the program. ($5,000 dollar stipend) 3. Aide as the Liaison for our entire District Wide Upstart program. ($12,000) 4. Hosting Monthly story hour events ($500) We would bring this budget into the 10% range within 3 years. |

3.H. Early Warning Pilot Program — H.B. 404 (Action)
Description:
The Beaver County School District Board of Education will consider purchasing the Panorama software recommended by USBE for an early warning system in all of our schools.
Practical Implication for BCSD With five schools across your district, this means you would need EWS implementation at each of them. At Panorama's rates with the 50% USBE subsidy, your cost would be roughly $1,750-$2,000 per school, or approximately $8,750-$10,000 district-wide annually if you use Panorama. Opting for a secondary vendor would make BCSD responsible for 100% of costs. These restriction are related to the district's response to recent legislation for data privacy and cybersecurity requirements.

A routine fiscal year State Compliance Audit Guide follow up item regarding internal control systems. I've added the following to the April board meeting agenda. We covered this in the last board meeting. To ensure compliance, the board should document in board meeting discussions and minutes that the following items in the State Compliance Audit Guide have been addressed for fiscal year 2025-26. You may want to follow up with board members and audit committee members before the April 14th board meeting, so we can document these items in the next board meeting. These items will likely be included in the upcoming audit for the 2025-26 fiscal year per the State Compliance Audit Guide. This notification should be made through written email communications, so we have a record. Your email should include an explanation for the requested change and the amount you are requesting the budget to be changed to. If Superintendent Long approves your request to change your closeout budget, we will update your budget workbook.

Activities Director Qualifications
Directing athletics and other activities in a high school setting is a critical role requiring experience in the high school setting and working with high school activities. High Schools in BCSD sometimes struggle to fill this role. Milford High School would like the Beaver County School District Board of Education to consider alternatives to filling this role. There will be a brief presentation about the proposal for filling the athletic director role with personnel other than those with teaching credentials. |
