V.E. Boys Volleyball Proposal for 2026 Regional Meetings

Page High School has submitted a proposal to sanction Boys Volleyball as an emerging sport for the spring of the 2026-27 school year and as a fully sanctioned sport for the spring of the 2027-28 school year. This proposal will be placed on the Regional meeting agenda and is being brought to the Board for discussion today.
Below is language from the TSSAA Bylaws regarding an emerging sport: The Legislative Council can sanction an "emerging sport" once 15% of the TSSAA membership are either currently participating in the sport or are committed to participation once sanctioned. For the purposes of calculating this percentage, schools only participating in cooperative programs or that have joined TSSAA for only one sport will be omitted from the total count of member schools. A sanctioned emerging sport will be treated the same as all other TSSAA sanctioned sports, except that a state championship will not be offered. Instead, TSSAA will work to classify participating schools into districts, regions, and/or sections for a postseason invitational. All emerging sports, regardless of initial participation numbers, must go through a one-year trial period before a state championship will be added. It will be the responsibility of the Board of Control to approve a state championship after the trial period and once the TSSAA office has determined that participation numbers have increased, there exists an appropriate amount of geographic representation throughout the state to execute postseason qualifying procedures, and the state championship can be implemented by existing TSSAA staff. Emerging sports can remain in the emerging sport category indefinitely until a state championship is added. Once a sport is sanctioned with a state championship, the state championship will not be removed even if participation numbers fall.

V.F. Participation on School Teams Outside of the Sport's Season

The state office is often asked for guidance by schools and event organizers regarding school representation in national events and other activities that occur after the TSSAA season concludes and in the summer.
The staff would like to take this opportunity to discuss this with the Board of Control and ask for guidance on how we move forward with these inquiries.

VI.A. Enrollments for Classification 2027-2029
Description (Appears on Agenda Report):
In March, the Board approved using the current model for DI, taking a one year picture of the ADM, which would be utilizing the ADM for the 2025-2026 school year to determine enrollments for 2027-2029. This is the second reading.
In Division II, we have typically asked schools to report their enrollments as of a certain date in the fall since there is no central repository for Division II enrollments. |

VI.C. Division I Basketball District Tournament 3rd and 4th Place Game
Description (Appears on Agenda Report):
There was some preliminary discussion about making the DI District Tournament 3rd and 4th place game an elimination game at the June 2025 Board of Control meeting. During the March 2026 meeting, the Board requested that staff bring data from the 2025-26 tournament to the June 2026 meeting for the Board's consideration. The Board asked the staff to survey all participating basketball schools for their feedback. The survey should ensure that each school's finish in the district tournament is captured, so that the opinions of the schools that finish as District #1 can be considered, since District #1 will receive a bye. The state office was also charged with highlighting any potential calendar impacts from this format change.

VI.D. Seeding for TSSAA DI Basketball Tournament

Bradley Central High School proposes moving to a seeded basketball state championship for Division I that would mirror the current Division I Soccer seeding format.
This item was considered during the January meeting. The Board asked the state office to take the 2026 March brackets, apply the RPI, and show the Board a hypothetical of what the bracket would have looked like at the June meeting. |

VI.E. Change to 2027 Bowling State Tournament Dates

Due to a conflict in facility availability, the state office is proposing a change in the schedule from January 20-22 to January 19-21. This moves the tournament to Tuesday-Thursday instead of Wednesday-Friday.

VI.G. TSSAA Recruiting Course

Coaching requirements are typically covered in the TSSAA Bylaws and, as a result, would be under the jurisdiction of the TSSAA Legislative Council. The staff recommends that the Board of Control require all coaches to complete the TSSAA Recruiting Course upon being named as a coach for a school.
