V.A. Division I Basketball District Tournament 3rd and 4th Place Game
Description (Appears on Agenda Report):
There was some preliminary discussion about making the DI District Tournament 3rd and 4th place game an elimination game at the June 2025 Board of Control meeting. The staff would like feedback from the Board as to whether or not they would like to pursue this format change.

V.B. Eligibility Advisory Committee Update
Description (Appears on Agenda Report):
In advance of April's Legislative Council meeting and in response to the recent passage of HB25/SB16, an advisory committee of Legislative Council members met on Tuesday, March 3, to discuss the implementation of this legislation. Recommendations from this committee will be shared with the Legislative Council at their April meeting to help craft Bylaw changes necessary for compliance with the new state law, while preserving the fundamental principles of education-based athletics.

The Howard School wishes to appeal its enrollment and classification for the 2026-27 school year due to dramatic changes in enrollment for the 2025-26 school year.

Description (Appears on Agenda Report):
Nashville Christian School requests to move from DII West Region to DII East Region in Wrestling and Dual Wrestling beginning with the 2026-27 season.

VI.D. Enrollments for Classification 2027-2029
Description (Appears on Agenda Report):
The staff would like to discuss options for collecting enrollments for the 2027-2029 classification period. For Division I, the state office could use an average ADM over the previous two school years (24-25, 25-26) as reported by the Department of Education, or follow the procedure that was most recently used, which would be utilizing the ADM for the 2025-2026 school year to determine enrollments for 2027-2029.
In Division II, we have typically asked schools to report their enrollments as of a certain date in the fall since there is no central repository for Division II enrollments. During the June meeting, the Board requested this item to be placed on the March agenda for a first reading and the June agenda for a second reading and action. Board members are encouraged to get feedback from their schools.

VI.E. DII Football Classification
Description (Appears on Agenda Report):
This item was tabled during the January meeting.
Article I, Section 4 of the TSSAA Bylaws now states the following: For each sport, the method for determining classification shall be the same for all schools within a Division. At the November meeting, the staff explained that three possible options would be as follows: *1. Set a minimum number of teams for the AAA classification and apply the success formula to all teams. *2. Divide the number of teams equally into three classes and apply the success formula to all teams. * When the success formula is applied, no team may move up more than 1 classification. 3. Eliminate the success formula and establish a minimum number of teams in AAA and divide the remaining schools based on enrollment. 4. Divide all FB playing schools into three classes evenly by enrollment. The staff will present the results of a survey to DII schools about how to determine the classification process for Division II Football in the next contract cycle. The current system does not meet the aforementioned bylaw requirement, as a success formula was only applied to assist in determining which schools would belong to Class AAA. Once the AAA schools were determined, the success formula was not applied to Class AA and Class A. |

VI.F. Officials Fees Recommendation 2026-2029
Description (Appears on Agenda Report):
The staff has discussed aligning the current officials' fees with those of surrounding states. The staff will have a recommendation for the Board of Control to consider.
The Board approved the proposal on first reading at the January meeting. This is the second reading for the proposal. In January, the Board requested to see the comparison to surrounding states as well as an estimated increase per school per sport.

St. Benedict requests to form a co-op agreement with Lausanne Collegiate School in the sport of girls lacrosse. They have had their own team in previous years but do not have enough participants to field a team for this season.
