V.E. Enrollments for Classification 2027-2029
Description (Appears on Agenda Report):
The staff would like to discuss options for collecting enrollments for the 2027-2029 classification period. For Division I, the state office could use an average ADM over the previous two school years (24-25, 25-26) as reported by the Department of Education, or follow the procedure that was most recently used, which would be utilizing the ADM for the 2025-2026 school year to determine enrollments for 2027-2029.
In Division II, we have typically asked schools to report their enrollments as of a certain date in the fall since there is no central repository for Division II enrollments. |

VI.D. DI Football Playoff Brackets
Description (Appears on Agenda Report):
This is the first year of a new format for the DI football playoff brackets. Should the Board of Control wish to continue with this format, the brackets for years 2, 3, and 4 of the 2025-2029 classification cycle will need to be approved. Attached is the current format for the distribution of home games as well as an alternate proposal for the Board to consider. Also attached is a survey conducted by the Tennessee Football Coaches Association, which included 140 respondents. The Board of Control will need to decide whether to continue with the new playoff format for Division I Football, as well as the preferred format for brackets.

VI.E. DII Football Classification

Article I, Section 4 of the TSSAA Bylaws now states the following:
For each sport, the method for determining classification shall be the same for all schools within a Division. At the November meeting, the staff explained that three possible options would be as follows: *1. Set a minimum number of teams for the AAA classification and apply the success formula to all teams. *2. Divide the number of teams equally into three classes and apply the success formula to all teams. * When the success formula is applied, no team may move up more than 1 classification. 3. Eliminate the success formula and establish a minimum number of teams in AAA and divide the remaining schools based on enrollment. 4. Divide all FB playing schools into three classes evenly by enrollment. The staff will present the results of a survey to DII schools about how to determine the classification process for Division II Football in the next contract cycle. The current system does not meet the aforementioned bylaw requirement, as a success formula was only applied to assist in determining which schools would belong to Class AAA. Once the AAA schools were determined, the success formula was not applied to Class AA and Class A. |

VI.F. Officials Fees Recommendation 2026-2029

The staff has discussed aligning the current officials' fees with those of surrounding states. The staff will have a recommendation for the Board of Control to consider.

South Greene High School, Greeneville High School, and Chuckey-Doak High School request to form a three-team cooperative program in Lacrosse. This item was tabled during the November meeting.

VI.H. Webb School of Knoxville Proposes an Exception to the Sports Calendar for Boys Basketball During the NCAA Live Recruiting Periods
Description (Appears on Agenda Report):
This item was tabled during the November meeting. This proposal advocates for allowing Tennessee boys' high school basketball teams to participate in both NCAA live recruiting periods. Bruce Slatten of Basketball Coaches Association of Tennessee will be available to answer questions about the NFHS June Scholastic Events that could be impacted.
