Description: On July 1st, I received information from USBE that states' funding for this year's after-school programs was being withheld by the federal government. At this time, 21st Century Community Learning Center (21st CCLC) funds are still being withheld.

Here’s what we know:

It has not yet been determined whether states will receive all, part, or none of their 21st CCLC allocations.
The funds were approved by Congress and the President in March and were due for release by July 1.
Historically, some states have received delayed funds, typically just days late, with no prior notice of a hold. However, this situation is unprecedented. Former Superintendent Dickson noted she has never seen anything like it.
Some states are pursuing legal action to force the release of funds. There’s concern that if the courts order release, only those states may receive funds. Utah is not currently pursuing legal action, and we haven’t received any indication from the Attorney General's office that this will change.
Congress could attempt to rescind the funds through legislation, though this is rare and would require a higher vote threshold. A similar effort is currently underway to revoke previously approved funding for NPR and PBS.

I have attached a proposal for a 12-week budget. The amount of $61,076.01 is the request we are asking from the GCSD to help sustain our program until we have a better understanding of what the Federal and State plans are to do for the 21st CCLC allocations.
