We need to schedule the FY27 budget hearing. We target a budget adoption at the June board meeting. Here are the two options available to consider. There are laws about timing that I've considered in the dates below, working backwards from adoption. We will need to decide which date to pick for the hearing.
Option A: Hearing at the June Board Meeting: Adopt Budget - June 22, 2026 (same night as hearing) Latest possible budget hearing - June 22, 2026 (same night as adoption) Last possible paper notice published - Friday, May 22, 2026 Last date for Tentative budget posted - Friday, May 22, 2026 Option B: Hearing at a new Special Meeting on Monday, June 15th. 4.F. D128 PE Exemption Process Update

Description:
During this semester, the D128 school and district administration have been reviewing the district's PE exemption policies and practices. The goal of this review has been to ensure that the district's practices align to state guidelines and support the academic and wellness needs of student athletes. At tonight's meeting we will share an update about this work and outline the changes in practice our schools will implement as a result.

5. Consent Vote Agenda
Description:
The consent agenda includes items that are routinely approved by the Board with a single motion - minutes, destruction of closed session recordings, educational tour requests, employment matters, disposal of obsolete capital equipment, bills payable, and financial reports. Documentation concerning these items has been provided to all Board members and the public in advance to assure an extensive and thorough review. Items may be removed from the consent agenda at the request of any Board member.

6.A. Ombudsman Alternative Education Services Agreement

Description:
Ombudsman provides the District with an off-campus program intended to reduce drop-out rates, increase graduation rates, increase attendance levels, improve academic performance for drop-out prevention and offer the District’s non-traditional learners a new opportunity to encounter a personalized learning experience different than they encountered in the traditional school setting. Option 2 of his agreement allows the District to refer students on an "as-needed" basis at a cost of $1,000 per student per month or prorated $70 per day for partial months.

6.B. Intergovernmental Agreement with the Village of Libertyville

Description:
Libertyville High School and the Village of Libertyville have been collaborating for years with indoor & outdoor facilities, but there has not been any formal agreement. Some examples of shared use include: Adler Park, Dowden Park, Canterbury Park, Riverside Park, the LHS Swimming Pool. This Intergovernmental Agreement will memorialize the working relationship. The Village of Libertyville Park and Recreation committee has approved this agreement and then will be presented to the Village of Libertyville. This agreement is similar to the IGAs with the Village of Vernon Hills.

6.C. Intergovernmental Agreement for Deaf and Hard of Hearing Itinerant with District 120
Description:
District 128 and District 120 have a need for a Deaf and Hard of Hearing Teacher to work with students from each District who are deaf or have hearing loss that requires specialized teaching support. This shared arrangement has been in place since the 2024-25 school year.
The teacher is a D128 teacher and District 120 agrees to pay District 128 thirty percent (30%) of all costs related to wages and fringe benefits of the Deaf and Hard of Hearing Teacher, including, but not limited to, salary; employer paid taxes; workers’ compensation, insurance; all employee benefits as paid to other full-time licensed teachers of District 128; mutually agreed professional development; and mileage reimbursement. 6.E. Non-Union Educational Support Professional Handbook, Benefits and Salary Increases

Description:
There are Non-Union Educational Support Professionals in District 128 which are not covered by a Collective Bargaining Agreement. The administration has been working collaboratively on completing the employee handbook. The handbook outlines employment expectations and benefits. One of the key changes is the formal designation of these employees as "Specialized Professional Staff".
