4. Consent Vote Agenda
Description:
The consent agenda includes items that are routinely approved by the Board with a single motion - minutes, destruction of closed session recordings, educational tour requests, employment matters, disposal of obsolete capital equipment, bills payable, and financial reports. These items have gone through Board committee review and recommendation. Documentation concerning these items has been provided to all Board members and the public in advance to assure an extensive and thorough review. Items may be removed from the consent agenda at the request of any Board member.

Description:
During the school year, there are a few weeks with Monday holidays (Labor Day, Martin Luther King Jr. Day, President's Day). For these weeks, according to the Fair Labor Standards Act (FLSA), staff that work evening events may not be subject to overtime rates, as the holiday doesn't count toward the 40-hour work week.
Both Libertyville High School and Vernon Hills High School will schedule athletic contests where campus safety is needed to help supervise the event. In order to properly staff the event, the weekend salary rates for campus safety, currently in the Collective Bargaining Agreement, will be extended for the Friday night events.

Description:
We are proposing a comprehensive security and emergency planning assessment to ensure our schools’ safety procedures and facilities are aligned with current best practices. This assessment will evaluate physical security measures at Libertyville High School, Vernon Hills High School, and the Transition Pathways, and will consolidate individual Emergency Response Manuals into one cohesive district-wide plan to improve consistency and preparedness.

5.E. FY26 School Maintenance Project Grant

Description:
The School Maintenance Project Grant (SMPG) is a dollar-for-dollar matching grant program for up to $50,000. The funds must be used for the maintenance or upkeep of buildings or structures for educational purposes. Ongoing operational costs, including labor, cannot be included. SMPG's were first introduced in 2012 and have been consistently offered since FY22.
In order to access the $50,000, the district has to a minimum $100,000 project (i.e. the district pays $50,000 and the state pays $50,000). After approval, the districts have two years to expend the funds. For projects to be eligible, (1) the work must not have started and (2) the funds must not have been obligated by the date of the application. In other words, the district cannot use a current project. The proposal for this project is to do the VHHS pool air handler, which is on our tentative list of summer 2026 projects. This project is estimated at $1.45 million. This is NOT approval for the project; that would still need to be fully designed and bid. Attached are the grant application documents.

The ISBE School Report Card is the state's annual public snapshot of every school and district, reporting student achievement and growth, school climate, graduation rates, college- and career-readiness, and other state-set indicators of school performance. Tonight’s presentation will summarize the categories and data ISBE uses to determine each school’s summative designation, highlight our strengths, and pinpoint priorities for continuous improvement.
