6.1. edTPA Essentials Implementation Pilot

Description:
A proposal is being developed to make edTPA Essentials available as an optional, Commission-approved Teacher Performance Assessment (TPA) through an initial non-consequential implementation pilot. During the pilot, Educator Preparation Programs (EPPs) could elect to use edTPA Essentials to meet the TPA requirement, while the current edTPA and existing Commission-approved Local Assessment Options (LAOs) would remain available. Staff anticipates bringing the proposal to the Commission for consideration at its October 2026 meeting. Background EP&PC received information about Pearson's transition to edTPA Essentials at its May 2026 meeting, followed by an informational update to the Commission in June 2026. edTPA Essentials retains the performance-based focus of the current edTPA but streamlines the assessment from three major tasks to two independently submitted tasks and reduces the number of handbooks to five broad fields. Because the assessment, scoring model, and handbook structure have changed, staff proposes an initial implementation pilot rather than immediate consequential use. Pearson is expected to complete national standard setting for edTPA Essentials in Spring 2027. Registration for the current edTPA will close in August 2027; candidates who are already registered may submit initial portfolios through early December 2027, with retake submissions continuing through early December 2028. Planned Recommendations for Commission Consideration
Pilot Parameters During the 2026-27 pilot, participation in edTPA Essentials would be optional for EPPs. Candidates participating in the pilot would successfully complete and submit the required edTPA Essentials tasks, which would satisfy the TPA requirement within their educator preparation program. No minimum passing score would be required during the pilot; scores would instead be available to candidates and EPPs for formative review and program improvement. The pilot is intended to provide implementation experience before the Commission considers a permanent passing standard or other long-term policy changes. Staff will seek feedback on the proposed approach prior to bringing a final recommendation to the Commission and will collect available performance information and implementation feedback during the pilot to inform future recommendations. Recommended Handbook Alignment to Endorsements Staff recommends the following initial alignment of edTPA Essentials handbooks and task pariings with Oregon endorsements for the pilot. edTPA Essentials consists of two independently submitted tasks, each with an associated handbook. Candidates must successfully complete and submit both applicable tasks for the applicable pairing to satisfy the TPA requirement. Additional TSPC guidance may address placement-specific questions as needed.
For Elementary-Multiple Subjects, staff recommends the Multiple Subject handbook rather than allowing candidates to use a Single Subject handbook. The proposed alignment maintains an emphasis on both literacy and mathematics, consistent with the Commission's previous direction for the Elementary-Multiple Subjects TPA requirement. Although the Essentials structure includes Single Subject options that could correspond to other content taught in elementary settings, those options would not provide the same evidence of candidate performance in both literacy and mathematics. What Happens After the Pilot Following the initial pilot year and Pearson's national standard-setting process, staff will review Oregon implementation experience, available performance information, and feedback and return to the Commission with additional recommendations. Those recommendations may address whether edTPA Essentials should continue as an approved Oregon TPA option; whether to establish a consequential passing standard and, if so, the appropriate score and implementation timeline; the timeline for ending recognition of the current edTPA once Pearson discontinues it; whether changes are needed to handbook alignment, LAOs, Multiple Measures, or related TPA guidance; and any transition considerations needed for candidates and EPPs. 6.2. Early Literacy Implementation Update

Oregon’s Educator Preparation Programs (EPPs) are entering Year Three of the three-year implementation plan for the Early Literacy Educator Preparation Standards recommended by the Early Literacy Educator Preparation Council. Since June, most EPPs have continued refining their implementation work as they move toward full integration of the new standards into their preparation programs. Progress Since June Full Integration: EPPs have continued aligning coursework, clinical experiences, candidate expectations, assessments, and faculty practice with the new standards. Programs are moving from implementation planning toward full integration. Many EPPs have piloted elements of their evolving practice and programs. Fall On-Site Check-Ins: TSPC staff are planning non-evaluative fall site visits with EPPs. These visits will serve as check-ins and provide programs an opportunity to update TSPC on their implementation progress, share successes, identify remaining questions or challenges, and discuss needed support. The visits are not formal evaluations. Shared Understanding: TSPC continues working with EPPs to build a common understanding of what implementation of the new standards looks like in practice and the evolution of how candidates are being prepared to apply evidence-based early literacy practices. Legislative Engagement: Last week, TSPC staff had the opportunity to brief legislators on the TSPC/EPP collaborative early literacy work, including EPP progress and the role of educator preparation in Oregon’s broader early literacy efforts. Leaders from EOU, SOU, and OSU presented as well. Looking Ahead During Year Three, TSPC will continue supporting EPPs toward full implementation, conduct the fall check-in visits, and use what we learn to inform ongoing technical assistance and the transition to regular monitoring of the standards through the Commission’s program review processes. |
