5. Action Items - Non- Consensus

5.A. The Board will discuss and consider approving the FISD Professional Development Calendar. 

5.B. The Board will discuss and consider approving the 50K vendor list for the 2026-2027 school  year.

5.C. The Board will discuss and consider taking action to approve delegating the superintendent the contractual authority to obligate the school district under Chapter 49 laws by approving the Agreement for the Purchase of Attendance Credits. 

5.D. The Board will discuss and consider approving the 2026-2027 Student Code of Conduct.

5.E. The Board will discuss and consider adoption of an order authorizing the issuance, sale, and delivery of Franklin Independent School District Unlimited Tax School Building Bond, Series 2026; and containing other matters related thereto.

5.F. The Board will discuss budget amendments for the 2025-2026 school year.

5.G. The Board will discuss changes and the impact of local, state, and federal funding for the 2025-2026 budget and the 2026-2027 proposed budget and proposed tax rate.

5.H. The Board will discuss and consider approving a Resolution Designating Non-business Days under the Texas Public Information Act.

 

6. Closed Session: 
The Board will enter into closed session in accordance with Government Code Section 551.001 et. seq. for needed discussion on any items listed. 

6.A. Consider Level Three Grievance by Mike Rohach and related items pursuant to Board Policy FNG (local)

6.B. Personnel

Section 551.071 — For the purpose of a private consultation with the Board's attorney on any or all subjects or matters authorized by law. For the purpose of consultation with the district's attorney concerning matters on which the attorney's duty to the district under the Texas Disciplinary Rules of Professional Conduct clearly conflicts with the Texas Open Meeting Laws. 
Section 551.072 — For the purpose of discussing the purchase, exchange, lease or value of real property.
Section 551.073 — For the purpose of considering a negotiated contract for a prospective gift or donation. 
Section 551.074 — For the purpose of considering the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee or to hear complaints or charges against a public officer or employee.
Section 551.076 — To consider the deployment, or specific occasions for implementation, of security personnel or devices. 
Section 551.082 — For the purpose of considering discipline of a public school child or children or to hear a complaint by an employee against another employee if the complaint or charge directly results in a need for hearing. 
Section 551.083 — For the purpose of considering the standards, guidelines, terms or conditions the Board will follow, or instruct its representatives to follow, in consultation with representatives of employee groups in connection with consultation agreements provided for by section 13.901 of the Texas Education Code. 
Section 551.084 — For the purpose of excluding a witness or witnesses from a hearing during examination of another witness. 

7. Reconvene In Open Session 

7.A.  Possible action regarding the Level III Parent/Student Grievance filed by Mike Rohach pursuant to Board Policy FNG (Local).

7.B. The Board will consider and possible take action on matters discussed in executive session.
