8.B. Settlement Agreement
Description:
Following several months of discussion regarding design-related errors and omissions associated with the Series 1 bond projects, the District and TowerPinkster have reached a mutually agreeable settlement. Under the proposed Settlement Agreement and Release, TowerPinkster will reduce its professional services contract by $103,459, representing the agreed reimbursement for design-related errors and omissions identified during Series 1. The agreement also limits the scope of the release to the specific Series 1 dispute and preserves the District's rights with respect to future claims outside the scope of the dispute, including future phases of the bond projects and latent defects not reasonably discoverable as of the effective date.

8.C. Approval of Superintendent's Contract
Description:
Section 2 of the Superintendent's Employment Contract provides that the Board annually review the contract and determine whether to extend it by one additional year. Following the Board's completion of the Superintendent's annual evaluation and the Board's prior approval of compensation for the 2026-2027 school year last month, the attached contract has been updated to reflect the approved compensation and to extend the contract term by one year, through June 30, 2029.

8.D. Teacher Tenure Recognition
Description:
In accordance with Board Policy 3370 - TENURE, I am requesting that the Board approve the attached list of teachers who have recently acquired tenure under the Michigan Teacher Tenure Act.
Under the Tenure Act, a teacher becomes eligible for tenure after successfully completing five years of probationary service in an appropriate position and receiving a rating of "effective" or "highly effective" on each of their three most recent year-end performance evaluations. Teachers who previously held tenure in another Michigan district are subject to a reduced probationary period of no more than two years before becoming eligible for tenure in a new district. Tenure provides teachers with a continuing contract and due process protections regarding employment decisions. It does not prevent dismissal but does require that districts meet a higher standard of justification in any case involving potential termination. The attached document lists those teachers who have met the legal and policy requirements for tenure in Bloomingdale Public Schools. |

8.E. School Bond Loan Fund Resolution
Description:
Each year, the Michigan Department of Treasury requires school districts participating in the School Bond Loan Fund (SBLF) to adopt a resolution as part of the annual application process, regardless of whether borrowing is anticipated. The SBLF is related exclusively to the district's voter-approved bond debt and is not the type of short-term borrowing districts sometimes use to meet payroll or other operating expenses.
Based on analysis completed by our Business Manager and financial advisor (PFM), the district does not anticipate needing to borrow from the School Bond Loan Fund during the 2026-27 fiscal year. However, Treasury still requires submission of the application and Board-approved resolution. The attached borrowing worksheet and debt account reconciliations are provided as supporting documentation for the estimated borrowing amount of $0. |

8.F. Superintendent / District Goals
Description:
In support of the Superintendent evaluation process, the attached performance goals are presented for Board review and approval. These goals will guide the Superintendent's work during the 2026-2027 evaluation cycle and serve as the basis for quarterly progress updates and the annual performance evaluation.
