9.B. Approve Contract for Services - District Owner's Rep
Description:
Two weeks ago, I shared with the Board that Chris Serdel and I had met with Greg Huberty to discuss his potential role as Owner’s Representative for our Series 2 bond projects, following Tod Odell’s departure. Greg is a Bloomingdale graduate, local resident, and retired construction professional with extensive industry experience. Based on those discussions, we believed he would bring valuable expertise and advocacy to the district’s leadership team for the upcoming work.
Since that time, I have drafted the attached Independent Contractor Agreement, which Greg has reviewed and accepted. The agreement outlines his responsibilities, hourly rate, reporting requirements, and the scope of services he will provide as the district’s Owner’s Representative for Series 2 projects. I am recommending approval of this contract so that Greg may begin supporting the district as we move into bidding and pre-construction. |

9.C. Authorizing Resolution Approval - March 2026 Series 2 Bond Sale
Description:
The attached Authorizing Resolution allows BPS to proceed with the necessary actions and approvals for the sale of the next bond series. We are working with our financial advisors, PFM, to schedule a March 2026 bond sale. Adoption of this resolution is a required step to move forward with the upcoming sale and ensure all legal and financial requirements are met.

9.D. BEA Letter of Agreement Approval
Description:
At last month’s meeting, the Board approved a $750 teacher retention bonus for the 2025-26 school year. Since that time, we have confirmed that the retention bonus can be funded using our Section 31a At-Risk grant, which allows districts to allocate 31a funds for staff recruitment and retention.
To ensure proper alignment with state requirements, the administration and the Bloomingdale Education Association (BEA) have developed the attached Letter of Agreement (LOA). The LOA documents the union’s agreement to waive the contractual salary-scale reopener for 2025-26 (the board discussed this last month) and formally establishes the structure of the retention bonus, including eligibility, prorating, payment timelines, and the use of 31a funds. |

9.E. Fall Policy Update
Description:
These recommended policy changes/updates are being presented in three groups. The first group includes the following policies from the regular fall update:
Policy 2210 - Curriculum Development - Approved Courses (Revised) Policy 2412 - Homebound Instruction Program (Revised) Policy 4162 - Controlled Substance and Alcohol Policy for Commercial Motor Vehicle ("CMV") Drivers and Other Employees Who Perform Safety-Sensitive Functions (Revised) Policy 5460 - Graduation Requirements (Revised - NOT RECOMMENDED) Policy 5517.01 - Bullying and Other Aggressive Behavior toward Students (Revised) Policy 7540.02 - Digital Content and Accessibility (Revised) Policy 7541 - Electronic Data Processing Disaster Recovery Plan (Rescind) Policy 8300 - Continuity of Organizational Plan (Revised) Policy 8305 - Information Security (Revised) The second group consists of revisions to consolidate and streamline the District’s nondiscrimination policies. Note that those policies listed on the same line (e.g., Policy 1422/3122/4122 below) are identical policies, although they pertain to different employee groups - those in the 1000’s apply to administrators, 3000’s to professional staff, and 4000’s to support staff. This group includes the adoption of 3 new replacement polices and the corresponding removal of 6 policies: Policy 1422/3122/4122 - Nondiscrimination, Equal Employment Opportunity, and Anti-Harassment (Replacement) Policy 1422.02/3122.02/4122.02 - Nondiscrimination Based on Genetic Information of the Employee (Delete/Rescind) Policy 1662/3362/4362 - Anti-Harassment (Delete/Rescind) This is a first reading, so there will be no action taken on these recommended changes at this time. The last group of policy changes only include technical corrections. Board bylaws permit the superintendent to approve technical corrections to policies, but the board must be updated on those changes. Policies with technical changes included: Policy 2260 - Nondiscrimination and Access to Equal Educational Opportunity (Technical Correction) Policy 2260.01 - Section 504/ADA Prohibition Against Discrimination Based on Disability (Technical Correction) Policy 1623/3123/4123 - Section 504/ADA Prohibition Against Disability Discrimination in Employment (Technical Correction) Policy 2266 - Nondiscrimination on the Basis of Sex in Education Programs or Activities (Revised - Technical Correction) |
