Description:
On March 18th, the governor signed an amendment to change the definition of a physical escort and how it can be applied. This new definition is as follows:
"Physical escort" means a temporary touching or holding of the hand, wrist, arm, shoulder, or back for the purpose of directing a student to a safe location. Additionally, the new amendment states that a physical escort is not a restraint or seclusion if it meets the following criteria: "Physical escort may be used to remove a student from the classroom when it has been determined that the student's behavior is severely disrupting the learning of other students or when physical escort is identified as an appropriate intervention in the student's individualized education program." (IEP) What this means for the school board is that we will see a significant decrease in the number of incidents reported to the Board. In some cases, there may not be any reports for the month.

6.A. Community Center Survey - Preston City/Franklin County
Description:
A survey about interest in a community rec center will be available to accept feedback from April 15 to May 15, 2024. Look for the survey in utility mailers, online city/county webpages, handed out in stores, etc.
Students in Preston School District would be beneficiaries of such a community center. |
6.B. Facility Audit Report
Description:
Updated Facility Condition and Recommendation Report from Design West
[Trustees have been given a copy of the attached report. It is included as an informational agenda item for public transparency.] In May 2023, the district contracted with Design West Architects to conduct an extensive audit of all our facilities so we could use the details to make informed maintenance and construction decisions, specifically on the 1939 section of the high school. The company brought in mechanical, electrical, and plumbing engineers, as well as construction consultants, to assess our buildings and traffic flow. In January 2024, Design West shared its findings with PSD. The superintendent and district maintenance director carefully reviewed the 160-page document and found errors in their analyses, contradictions in their report, and inadequacies in their recommendations. The report was sent back to the firm as unacceptable to fix the errors and provide practice recommendations. On April 8, 2024, Design West provided a revised draft. The new version will be studied, so recommendations to the board can be made. The updated draft has been shared, so others can provide valuable feedback as well.

Description:
As part of the 20th Anniversary of Napoleon Dynamite, fan-favorite cast members Jon Heder (Napoleon Dynamite), Jon Gries (Uncle Rico), and Efren Ramirez (Pedro) will be in the Logan Eccles Theatre on Wednesday, May 8, for a special showing of the movie.
Preston City would like to transport fans to see the actual movie sites in town. PSD happens to have a bus that was recently taken off depreciation and approved as surplus. Miles on this bus no longer need to be reported to the state and could be used by the group. The timing of the event and the availability of a surplus bus may be a one-time occurrence that would allow for a bus rental to happen. The City would rent the bus at the state rate of $5.00 per mile. Our ICRMP insurance representative said that rental would be fine, but the district should make sure responsibility for any potential accident is on the city. Therefore, the city would also need to contractually maintain liability insurance for the vehicle and event. |
