5. Public Comments
Description:
For this meeting, should total Public Comments approach or exceed a cumulative time of 30 minutes, the Board may suspend additional Public Comments until after item #16, Substitute Teacher Pay. Following that action, Public Comment may resume. Members of the public may speak during this portion of the meeting. Comments are limited to five minutes. Board members will not respond to public comments at this time. |
6. Action: Consent Agenda Items
Description:
All items under the Consent Agenda are considered to be routine in nature and will be enacted by a single motion and subsequent roll call vote. There will be no separate discussion of these items unless a Board member so requests, in which event the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.

Description:
Russ Leigh and Associates will present the District's Annual Financial Report which includes our annual audit. The Annual Financial Report is provided to ISBE and the ROE annually.

11. Action: Risk Management Plan
Description:
School districts should have a Risk Management Plan in place to minimize possible financial or other exposure to the district. The Risk Management Plan serves to identify how money from the Tort Fund may be expended. In RCS, most Tort Fund expenditures are related to insurance, legal representation, and employment of the School Resource Officer.

Description:

13. Action: Board Policy 4:50 Payment Procedures
Description:
The revision includes language authorizing the superintendent to make limited expenditures to vendors or service providers who do not accept purchase orders or credit cards when such products or services are needed prior to a Board meeting.

14. Action: Board Policy 6:185 Remote Educational Program
Description:
This recommendation is for the adoption of a new Board Policy. Currently, RCS has not adopted a Remote Educational Program policy, and RCS is not required to have this policy in place. Approval of this policy will allow the superintendent to develop, maintain, and supervise a remote educational program to students in grades 6-8 on a limited basis and consistent with 105 ILCS 5/10-29 and this new Board Policy. The Board is not being asked to approve the detailed implementation plan for a Remote Educational Program, but are authorizing the superintendent to do so.

16. Action: Substitute Teacher Pay
Description:
The recommendation is to create a new pay category for substitute teachers. When a substitute teacher assumes full teacher responsibilities (planning, grading, family communications, participating in teacher and faculty meetings, etc.) for a teacher for five or more school days, this substitute teacher will earn $200 per day (plus benefits) during the time the substitute is covering the extended teacher's absence. This situation would typically apply to coverage of teacher leaves of absences and when there is an unfilled teacher vacancy. When there is an unfilled teacher vacancy, the district will make every effort to fill the vacancy with a fully qualified teacher.
