Public Hearing: Hear from interested parties and take possible action to create and designate the Monarch Energy Development, LLC Reinvestment Zone as contemplated by the Tax Value Limitation Application submitted by Monarch Energy Development, LLC.

The Orange Grove Independent School District is in discussions with an alternative energy company, Monarch Energy Development, LLC to consider the development of a solar energy project located entirely within the District at or about the intersection of State Hwy. 359 and E. FM 624.  Additional information regarding the Reinvestment Zone, including an illustrative map, will be available on the District's website: https://www.ogisd.net/ and available for review in the Administration Building Board Room at the time of the Public Hearing.

Discussion, Reports, and Action Items: Formal action by the Board may be taken on those items listed below as "ACTION ITEMS."  The Board may however choose  not to take action on such item. 

(ACTION) Consider and take possible action to adopt Criteria & Guidelines for Creating a Reinvestment Zone within Geographic Boundaries of Orange Grove ISD.

(ACTION) Consider and take possible action to adopt resolution creating Monarch Energy Development, LLC Reinvestment Zone.

Closed Session Deliberation and consultation with legal counsel to discuss proposed agreement for Limitation on Appraised Value with Monarch Energy Development, LLC. [Texas Government Code §§ 551.071, 551.087, 551.129]

Pursuant to Texas Government Code Sections 551.071, 551.087 and 551.129:  Consultation with legal counsel regarding legal issues pertaining to amendments to the District's Value Limitation Agreement with Talitha Energy Project, LLC.

(ACTION) Consider and take possible action to make findings associated with Application and proposed Agreement for Tax Value Limitation with Monarch Energy Development, LLC as required by TEXAS TAX CODE CHAPTER 313.

(ACTION) Consider and take possible action to approve proposed Agreement for Tax Value Limitation with Monarch Energy Development, LLC. 

(ACTION) Consideration and possible action to approve amendments to the District's Value Limitation Agreement with Talitha Energy Project, LLC originally approved on July 21, 2021, pursuant to Texas Tax Code Chapter 313.
