Description: The Kevin Daugherty Scholarship Certificate of Deposit

Comments: The CoD issued in 1986 matures every 12 months. The original interest rate was 6.3%. I requested any information from FIB&T regarding the person(s) who opened the CoD and named the MCPSD#1 as trustee. The bank informed me the CoD is old enough that not enough information exists to come to any formal conclusion. The only information I know about the CoD comes from the multicolored financial sheet "Interest Earned goes to Dollars for Scholars".

Rationale: The interest rate fell consistently from it's original rate to 0.4%. The estimated interest fell from $65.41 to $4.15 annually.

VI. Recognition of Activities

Description:

MCPSD#1lost one of its students on 6/4/2021. Coy Hepper completed his middle school career in May and would start his Freshman year in August. Hepper passed away tragically 6/4/2021. MCPSD#1 provided a memorial at the funeral on 6/9/2021. Our thoughts and support go out to the Hepper family during this difficult time.
Two grants were received by MCPSD#1. WCHS received the Choice Ready Grant $20,000.00. This grant will support teachers obtaining their Master’s Degree. OneOK awarded the elementary schools $5116.00 for STEM items.
The school district recognizes the following retirements; Berton Bates @ 24 years, Robin Schwartz @ 27 years, Susan Smith @ 6 years, Cary Veis @ 4 years, and Kirk Flaten @ 40 years. Thank you for your years of service to MCPSD#1.
Mr. Hebert graduates from NDSBMCP 6/18/2021 at 2:00 p.m. in the ND Heritage Center Bismarck, ND. All board members and administrators are invited to attend.
The McKenzie County Commissioners allocated the Bankhead Jones funds above their initial county budget. The anticipated payment was $828,000.00 and the additional totaled $5,414,689.56. Thank you to the McKenzie County Commissioners for the support.

VII. Old Business

Description:

Dr. Holen provided an update on the pre-k special education project at the transportation building.
1. This is phase II of the project. The initial budget = $248,392 but was recently narrowed to $230,659 as presented.
2. District and pre-k staff met with JLG on 5/26/2021 to discuss classroom layout
3. Carpet removed and repurposed in the building.
4. The south canopy will remain due to roofline issues and metal panel proposed to cover brick exterior.
5. This created free space at Badlands that will be used as an interventionist room and aligns with Title I services.
Dr. Holen reviewed deadlines, processes, and allocations regarding ESSER I, II, & III and use of funds in relation to state direction. A Safe Return to In-Person Instruction and Continuity of Services Plan must be posted on the MCPSD#1 website by 6/24/2021. The district must gather public opinion on use of funds. The old Health and Safety Plan and the opinions gathered for satisfies the requirements for ESSER funds. The plan must be reviewed every six months. Dr. Holen presented an overview of each ESSER grant award amount, timeline, and stipulations. Budget & Finance will address proposals for ESSER II & III. All grants offered during the pandemic have been expended including the GEER grant and excluding ESSER III & III.
Dr. Holen presented the General Fund (01) 2021 - 2022 budget draft for review and consideration. Budget and Finance meet in July to present the budget at the July board meeting for approval and submission to the county auditor 8/10/2021.

VIII. New Business

Description:

Dr. Holen provided a staffing update as of 6/14/2021.
1. The following resignations were received; Kristin Gaines (FHES SpEd), Kara Flatland (FHES K), Connie Moore (Distance Learning), Zoe Bigley (BLES K), Pamela Albright (BLES 4), Colette Slesh (Food Service), and Kristi Friga (FHES Secretary).
2. Dr. Holen presented the following professional contracts; Michelle Sletvold (Elem.) @ MA+16 and Step 12 $65,900, Ella Sue Carlson (WCMS) @ BA and Step 8 $54,700, Jodee Foreman (Elem.) BA and Step 6 $52,900, Laurie Travis (EL) BA+48/MA and Step 13 $64,900, Melinda Doud (EL) BA+48/MA and Step 19 $70,300 for approval.
3. The following positions remain open; Special Education x 2, Elementary Classroom x 2, WCMS Mathematics, WCMS ELA, and Elementary Vice Principal. Dr. Holen provided a staffing update for classified positions.
Dr. Holen reviewed the current status of the Hot Lunch (05) Fund due to the Emergency Summer Foods Program and the Child and Adult Care Program. Mr. Segneri provided a report to consider possible expenditures. The board may consider equipment and infrastructure for WCMS kitchen. The MS host the oldest and most in need of improvements.
Dr. Holen presented the MOU between WCPD and MCPSD#1 for the board to review and approve.
