Description:
Senate Bill 218 of the 77th Legislature (2001) authorized the implementation of a financial accountability rating system, which is officially referred to as School FIRST. The school district's School FIRST rating is based upon an analysis of staff and student data reported for the 2024-2025 school year, and budgetary and actual financial data for the fiscal year ending June 30,2025.
Administration has published notice of this public hearing in accordance with Title 19, TAC, Section 109.1005. Highland Park ISD has received a "Superior Achievement" rating with a score of 92/100 points, demonstrating the quality of the District's financial management and reporting system.

11.F. City of UP MOU - Highland Park ISD Therapy Dogs
Description:
It is recommended that HPISD enter into this Memorandum of Understanding with the City of University Park regarding the care, maintenance, and utilization of a District-owned Therapy Dog by a University Park Police Officer.
This memorandum of understanding ("MOU") is between Highland Park Independent School District ("HPISD" or the "District") and the City of University Park ("UP"), and is effective November 1, 2025. This MOU concerns the shared care and maintenance related to a therapy dog (the "Dog") to be acquired by HPISD.

11.G. RFP Project on Depository Services
Description:
The administration recommends that the Board of Trustees approve the award of the District's primary depository services contract to PlainsCapital Bank. This recommendation follows the District's required review and evaluation process for selecting a financial institution to manage depository services.
Approval of this item authorizes the Superintendent, or designee, to execute all agreements and take any necessary actions to implement the new depository contract. This ensures continuity of financial operations and supports the District's ongoing fiscal management needs.
