Description:

11.H. Waiver for Low Attendance

Description:
"Districts or campuses can request a waiver to excuse any instructional days from ADA and FSP funding calculations that have attendance at least 10 percentage points below the last school year's overall average attendance, for the district or applicable campus due to inclement weather, health, or safety-related issues".
On November 21st, Highland Park High School experienced an attendance rate of 45.3% . This is a 50.47% decrease from the previous year's attendance rate of 95.77%. The reason for this drop in attendance was due to a safety concern regarding a terroristic threat made towards campus personnel and students. TEA requires documentation of the reason for the drop in attendance. Attached is the communication regarding the safety concerns. The board will need to vote to move forward with this waiver and a copy of the board agenda or minutes will also be required for completion of the waiver.

Description:
Section 3.004 of the Election Code mandates that an independent school district must order all elections for trustees and give notice thereof. An Order calling a Trustee Election is provided.
The recommendation is that the Highland Park Independent School District Board of Trustees approve the Order calling the Election for Places Three (3), Four (4), and Five (5) of the HPISD Board of Trustees on May 3, 2025.

11.J. Approve selection of Lee Lewis Construction, Inc., as the Construction Manager-at-Risk providing the best value for the 2024 Bond Program, and delegate authority to the Superintendent or his designee to negotiate and sign an agreement.

Description:
Per the RFP for a Construction Manager-at-Risk for the identified 2024 Bond Program projects, administration recommends entering into negotiations with Lee Lewis as a result of the bid.
The recommendation is that the Highland Park ISD Board of Trustees approve Lee Lewis Construction, Inc., as the Construction Manager-at-Risk providing the best value for the 2024 Bond Program and delegate authority to the Superintendent or his designee to negotiate and sign an agreement. |
