9.B. Human Resources Report
Description:
The recommendation is that the Highland Park Independent School District Board of Trustees approves the items listed on the Human Resources Report.
The District will not incur additional expenses after the approval of the Human Resources Report for September 2024. |
9.C. Human Resources Report Addendum

9.D. Staff Development Waiver
Description:
The Texas Education Agency has made the staff development waiver available to districts. Staff development that focuses on new learning for teachers counts as instructional minutes. This waiver permits the district to receive a maximum of 2,100 minutes for professional learning occurring during the instructional year that can be included towards the required total of 75,600 calendar minutes per year.
The recommendation is that the Board of Trustees approve the request to apply for the waivers as described on the TEA Application for State Waivers. |

9.H. Capital Improvement Request - Water Fountain Installation in Baseball Locker Room
Description:
The baseball booster club is donating funds to install a water fountain and bottle-filling station in the baseball locker room. If approved, this project will take about three days.

9.I. Authorize the Issuance of Unlimited Tax Refunding Bonds Not to Exceed $122,620,000
Description:
This order authorizes the issuance of Highland Park Independent School District unlimited tax refunding bonds in an aggregate principal amount not to exceed $122,620,000; levying a tax and providing for the security and payment thereof; providing for the award of the sale thereof in accordance with specified parameters; authorizing the execution and delivery of a purchase contract, a paying agent/registrar agreement and an escrow agreement relating to such bonds; approving the preparation of an official statement; and enacting other provisions relating to the subject and purposes of this order.
The recommendation is that the Highland Park Independent School District Board of Trustees approves the Order authorizing the issuance of unlimited tax refunding bonds.

9.J. Update Broker-Dealer List
Description:
The attached list of broker dealers authorized to sell investment securities to the District is reviewed annually as required by the Public Funds Investment Act and by Board Policy CDA(LEGAL). These entities will be authorized to sell investment securities to the District.

9.K. Approve Investment Policy
Description:
Board Policy CDA(LOCAL) "Other Revenue: Investments" requires an annual review of CDA(LOCAL) as part of the Public Funds Investment Act requirements. After review, there are no recommended changes to the policy. While there are no changes to the policy, this report item will serve as documentation to the external audit firm that the requirement of annual review has occurred per CDA(LEGAL).
