12.G. Approve 2024-25 DCJJAEP MOU
Description:
The Texas legislature specifies that certain disciplinary offenses result in a mandatory or discretionary expulsion to the local county's Juvenile Justice Alternative Education Program (JJAEP). Students who are expelled from HPISD are served by the Dallas County JJAEP with whom an annual Memorandum of Understanding (MOU) is adopted. The attached MOU explains the proposed agreement between the Dallas County Juvenile Justice Alternative Education Program and each of the fourteen Region 10 school districts it serves.
All changes proposed in the 2024-2025 MOU are clerical and non-substantive in nature. Fiscal Note: The MOU requires each participating district to pay an annual membership fee of $3,000 per year. The State of Texas pays for all mandatory placements; the sending school district pays a daily rate of $114 per school day for discretionary placements. Additional fiscal impact on HPISD will depend on the number of students expelled for discretionary reasons during 2024-2025. The recommendation is that the Highland Park Independent School District Board of Trustees approves the proposed Dallas County Juvenile Justice Alternative Education Program Memorandum of Understanding for 2024-2025.
