9.K. Consider and Approve the Delivery Method for the Middle School HVAC Project
Description:
A significant portion of the MS/MIS HVAC system has equipment installed when the building was originally constructed in 1996. The equipment is now at or beyond its intended life cycle. Administration recommends a full replacement of equipment during the summer 2024. Administration is recommending using the job order contract delivery method, utilizing an interlocal agreement with a purchasing cooperative, as providing the best value for the project.

9.L. Consider and Approve EMA Engineering & Consulting, Inc., as the District's Engineer for the Middle School HVAC Project and Delegate Authority to the Superintendent or his Designee to Negotiate a Contract
Description:
A significant portion of the MS/MIS HVAC system has equipment installed when the building was originally constructed in 1996. The equipment is now at or beyond its intended life cycle. Administration recommends a full replacement of equipment during the summer 2024. Administration is requesting approval of Estes McClure & Associates (EMA) as the designing engineering firm for the project via a professional services agreement. Pending approval by the Board, the Facility Services team will work with EMA to begin design planning for a full upgrade/replacement of all original HVAC equipment at the campus.

Consider and Approve E3 Entegral Solutions, Inc., as the District’s Contractor for the Middle School HVAC Project through The Interlocal Purchasing System (TIPS) Contract No. 210205- Trades, Labor, and Materials (job order contract), and Delegate Authority to the Superintendent or his Designee to Negotiate a Contract with E3 Entegral Solutions, Inc.
Description:

Administration recommends a full replacement of equipment during the summer 2024. Administration is requesting approval of E3 Entegral Solutions, Inc. as the contractors for the project via The Interlocal Purchasing System (TIPS) Contract No. 210205 - Trades, Labor, and Materials (JOC). Pending approval by the Board, the Facility Services team will work with E3 to begin planning for a full upgrade/replacement of all original HVAC equipment at the campus.

9.N. Consider and Possible Action to Adopt Prevailing Wage Rates in Connection with Construction Projects
Description:
The Davis-Bacon and Related Acts apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration, or repair of public buildings or public works. Davis-Bacon Act and Related Act contractors and subcontractors must pay their laborers and mechanics employed under the contract no less than the locally prevailing wages and fringe benefits for corresponding work on similar projects in the area

9.P. CIP and DIP Approval
Description:
Texas Education Code requires that each school district and campus develop an improvement plan with established objectives based on the TAPR (Texas Academic Performance Report). These objectives are approved by the local board of trustees and are published on the district website. For the 23-24 school year, campuses also used the Superintendent Entry Plan as a foundation for campus goals and objectives.

9.Q. New Course Proposals
Description:
Each fall, secondary principals and campus leaders are encouraged to take a look at the list of courses being offered to students and make recommendations for changes for the upcoming school year. This year, Highland Park High School has submitted two new courses that they would like to see added to the 24-25 course selection guide. Details about each course can be found in the attached documents. After discussing these courses with district leadership, we recommend the addition of these courses. In alignment with Board Policy EH(LOCAL), we are asking the board to consider approving these two courses.

9.R. Candidate for Early Graduation
Description:
Board policy EIF (LEGAL) states that a student who completes all requirements for high school graduation prior to the end of the school year of his/her graduation cohort may be eligible to apply for Early Graduation. A student is considered a graduate upon teacher submission of final grades and confirmation of completion of community service. One student has applied for mid-year graduation and is scheduled to complete all graduation requirements 12/15/23: Noah Perhirin. A final step is for the Board of Trustees to approve this student's request for early graduation.
