Description:
As a good practice, the board should accept the consent agenda for the evening's meeting which includes minutes of the January 11 special meeting, the December financial reports, and correspondence to the board.

8. Extended COVID-19 Learning Plan Approval
Description:
On August 20, 2020, Governor Whitmer signed House Bill 5913 into law as Public Act 149. Section 98a states that in order to receive state aid for 2020-2021, districts must provide for instruction under an extended COVID-19 Learning Plan ("Plan") that has been approved by an intermediate district or authorizing body. Each month, until June 2021, the BOE must reaffirm the district's Plan. The Plan is attached.
RECOMMENDATION: It is the recommendation of the superintendent to reaffirm the district's Extended Continuity of Learning Plan as attached. 9. Extended COVID Learning Plan PD
Description:
A required component of the district's Continuity of Learning Plan is professional development for teachers, parents, and students covering training on delivery, access, and use of virtual content. The attached document outlines the training for those groups. As required, this document has been posted on the district's website.
RECOMMENDATION: It is the recommendation of the superintendent that the attached training plan be approved. 10. 3% RHC Ruling - Power of Attorney
Description:
The Office of Retirement Services has been attempting to obtain an IRS ruling on the proper tax treatment of contributions made to the MPSERS Health Care Trust. The IRS has indicated they are ready to issue a Closing Agreement (however, the Agreement is not yet available for review). If districts wish to be covered under the Agreement, they must complete a Power of Attorney form prior to February 5, 2021.
RECOMMENDATION: It is the recommendation of the superintendent that the BOE delegate authority to the superintendent to sign the Power of Attorney form on their behalf, if it is deemed in the best interest of the District to participate in the Agreement. 11. Bldg/Site Update and Approval - Phase 3
Description:
Supt. Lemmer has been working with TowerPinkster to finalize the plans for the Jr/Sr exterior, and the district lighting, ceiling and carpet alternates, and the elementary playground. Information on these items is attached.
RECOMMENDATION: It is the recommendation of the superintendent and the building/site committee to complete work in the elementary (lighting/ceilings and carpet/base), including Alternates #8, #9, and #10. (Using Triangles projected costs, that would spend ~$162,504 of the $770,970 projected available funds.) Also recommended is to move forward with the grass area of the elementary playground (holding off on the rest). Description:

13. Let Them Play
Description:
MDHHS has extended the "no contact" order for winter athletics. Several boards around the state are adopting the attached resolution and the position to let our athletes play. CPS saw first-hand how the rapid testing pilot worked to keep our student athletics and coaches safe.
RECOMMENDATION: It is the recommendation of the superintendent to approve the attached resolution supporting Let Them Play.
