1. Program Highlight - Early Matters
Description:
Early Matters San Antonio Ensures access to high-quality early learning and development for every family by catalyzing the power of people, partnerships, and investment to make San Antonio the best place in the country for economic mobility, powered by children and families.
Following the sobering news that San Antonio was the poorest large city in America and the most economically segregated, an effort was initiated to identify the highest leverage investments that we could make to increase economic mobility and enable families to build choice-filled lives. Investments in early childhood learning and development have regularly demonstrated the highest return on investment across a wide variety of potential investments. Unsurprisingly, San Antonio ranks quite poorly on both the availability of child care and the quality of that child care. Early Matters was launched in order to increase access to high quality early childhood learning and development across the city. Housed at United Way, the initial three key partners, United Way, Workforce Solutions Alamo, and PreK 4 SA, identified three primary areas of focus: access and quality, resources for families, and a talent pipeline. Beginning the summer of 2021, Region 20 joined as a key partner. Following a learning phase, the planning work began in early December and is in progress. |

8. Resolution Amending Authorized Texpool Representatives
Description:
The Center’s Investment Policy authorizes the use of public funds investment pools. The Board approved participation in TexPool and authorized the Executive Director to enter into such agreements as may be necessary for Center participation. In order to add and update authorized representatives, a Board Resolution is required.

9. Texas Comptroller of Public Accounts Cooperative Purchasing Program Participation
Description:
Board approval is requested for Education Service Center, Region 20 to participate in the purchasing programs of the Texas Comptroller of Public Accounts Cooperative Purchasing Program at an annual fee of $100. Participation provides the Center with another resource to comply with the competitive bid laws and assure that the Center receives the lowest price for items requiring the bid process. With Board approval the Executive Director is authorized to execute appropriate documents to implement participation.

11. Policy CBF (Local), Investment Policy Review
Description:
State law requires that the Board review its investment policy and investment strategies not less than annually and adopt a written resolution stating that it has reviewed the investment policy and investment strategies and that written instrument so adopted shall record any changes made to either the investment policy or investment strategies.
