Board Policy BED(LOCAL) sets out the requirements for the Public Comments portion of a meeting.  During regular board meetings, public comments may address any topic, whether posted on the agenda or not. During special called meetings or work sessions, public comments are limited to the items posted on the agenda only.

To participate in the Public Comment portion of a meeting, members of the public must sign their name on the sign-in sheet no later than five (5) minutes before the meeting is scheduled to begin and shall indicate the topic about which they wish to speak. The sign-in sheet will be placed on a podium in the Professional Development Center located at 1908 Winans Road, San Antonio, Texas 78234.

10. APPROVAL OF REQUEST FOR QUALIFICATIONS (RFQ) FOR ARCHITECT
Consideration and possible action to authorize the Superintendent to issue an RFQ for Architectural Design and Construction Administration for the following 2024 Construction Projects:

• Construction of new administrative and professional learning building
• Renovation of existing administrative and professional learning buildings to instructional classrooms for Cole Middle/High School 
• Renovation of FSH Elementary School Playground

11. SELECTION OF PROCUREMENT METHOD
Consider and take possible action to select a Delivery Method for Construction Services for the following 2024 Construction Projects:

• Construction of a new administrative and professional learning building
• Renovation of existing administrative and professional learning buildings to instructional classrooms for Cole Middle / High School 
• Renovation of FSH Elementary School Playground

12. AUTHORIZATION OF ISSUANCE OF REQUEST FOR PROPOSALS (RFP) FOR CONSTRUCTION MANAGER AT RISK (CMAR)
Consider and take possible action to authorize the Superintendent, or his designee to issue a Request for Proposals for a Construction Manager at Risk (One-step process) and establish a process for evaluation for the following 2024 Construction Projects:

• Construction of new administrative and professional learning building
• Renovation of existing administrative and professional learning buildings to instructional classrooms for Cole Middle / High School
• Renovation of FSH Elementary School playground

13. PREVAILING WAGE
Consideration and possible action to adopt the prevailing wage rates published by the United States Department of Labor in accordance with the Davis-Bacon Act (40 U.S.C. Section 276a et seq.), and its subsequent amendments excluding fringe benefits, in connection with the District's 2024 Construction Projects.
