3. PUBLIC ADDRESS
Board Policy BED(LOCAL) sets out the requirements for Public Comments and Public Address portions of a meeting.  The Public Comment Portion of a meeting, involving non-agenda items, is only available at Regular Board Meetings, while the Public Address Portion involving posted open meeting agenda items, will be available at every Board Meeting.

There will be separate sign-in sheets for both types of public participation at Regular Meetings, and both must be filled out by no later than five (5) minutes before the scheduled start of a meeting.  If a person does not do so, they will not be permitted to participate.  Both types of sign-in sheets will be placed on a podium in the Professional Development Center located at 1908 Winans Road, San Antonio, Texas 78234.

At Special or Called Board Meetings, there will only be a sign-up sheet for addressing the Board about open meeting Agenda items, and this must be filled out by no later than five (5) minutes before the scheduled start of a meeting if a person wishes to address the Board on an open meeting Agenda item.

4. MINUTES FROM THE REGULAR BUSINESS MEETING OF MARCH 23, 2023, AND THE SPECIAL BUSINESS MEETING OF APRIL 11, 2023
The Superintendent recommends approving the minutes from the Regular Business Meeting of the Board of Trustees held on March 23, 2023, and the Special Business Meeting of April 11, 2023, as submitted.

8. BUDGET AMENDMENT NO. 2 FOR THE 2022 - 2023 FISCAL YEAR
The Superintendent recommends approving Budget Amendment No. 2 for the 2022 - 2023 Fiscal Year as submitted.

9. CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE NEW STAFF POSITION
The Superintendent recommends approving the creation of the following new staff position: Special Education Paraeducator.

10. ADOPTION OF HEALTH AND HUMAN SEXUALITY CURRICULUM AND INSTRUCTIONAL MATERIALS
The Superintendent recommends adopting the Health and Human Sexuality Curricula and Instructional Materials as submitted.

11. INSTRUCTIONAL MATERIALS CERTIFICATION
The Superintendent recommends approving the Instructional Materials Certification, which certifies that, for each subject in the required curriculum and each grade level, the district provides each student with textbooks, electronic textbooks, or instructional materials that cover all elements of the essential knowledge and skills adopted by the State Board of Education for that subject and grade level as submitted.

12. INTERLOCAL AGREEMENT BETWEEN THE UNIVERSITY OF TEXAS AT AUSTIN ONRAMPS PROGRAM AND FORT SAM HOUSTON ISD (FSHISD)
.The Superintendent recommends approving the Interlocal Agreement between the University of Texas at Austin and FSHISD for the 2023-2024 ONRAMPS Program as submitted.

13. MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN EDUCATION SERVICE CENTER, REGION 20 (ESC-20) AND FSHISD FOR THE LEARNING ACCELERATION SUPPORT OPPORTUNITY (LASO) GRANT
The Superintendent recommends approving the MOU between ESC-20 and FSHISD for the Learning Acceleration Support Opportunity grant as presented.

14. CONSIDERATION AND POSSIBLE ACTION TO SUBMIT NEW RESOLUTIONS FOR THE TEXAS ASSOCIATION OF SCHOOL BOARDS (TASB) 2022-2024 ADVOCACY AGENDA
The Superintendent recommends approving the submission of new resolutions for the TASB 2022-2024 Advocacy Agenda as discussed.
