6.H. Title IX Incident Report. Effective September 1, 2019, under Texas Education Code, Section 51.253(c), the Chief Executive Officer of a postsecondary educational institution is required to submit a data report at least once each fall or spring semester to the institution’s governing body concerning incidents that constitute sexual harassment, sexual assault, dating violence, or stalking. In compliance with this legislation, the President provides the Title IX Incident Report.

6.I. Budget Amendment – Carl D. Perkins Grant. The Interim Vice President, Financial Services & CFO, provides communication on a budget increase for the Carl D. Perkins Grant from the Texas Higher Education Coordinating Board.

6.J. Texas Higher Education Coordinating Board TRUE Grant Program. The Interim Vice President, Financial Services & CFO, provides communication for approval from Houston Community College for the Texas Higher Education Coordinating Board TRUE Grant Program.

6.K. Budget for AEL Program. The Interim Vice President, Financial Services and CFO, provides the attached communication regarding notification from the Houston-Galveston Area Council of additional funding for FY-2024 Adult Education and Literacy Program in the amount of $29,602.

6.L. BC Foundation Gator Classic. The Brazosport College Foundation Gator Classic, presented by Freeport LNG, will be held Friday, April 19, 2024, at the Wilderness Golf Course. The Gator Classic is co-chaired by Jay Gibson and Courtney Birdsong. Registration begins at 9:30 a.m., helicopter ball drop at 10:45 a.m., and an 11:00 a.m. shotgun start. The tournament will begin in a standard scramble format with 144 players. Along the course, players will have an opportunity to participate in a variety of skills challenge holes and activities, enjoy delicious cuisine prepared and served by area corporations, and interact with Brazosport College students. The tournament will conclude with the Blue Jacket Awards Presentation and a shrimp boil with live music.

6.M. Distinguished Student Ceremony. Brazosport College annually recognizes up to 20 students who, through a college-wide nomination process, are selected as distinguished students. The 2023-2024 Distinguished Student Awards Ceremony will be held Monday, April 22, 2024, at 2:00 p.m. in The Clarion at Brazosport College.

6.N. Gator Grab Auction/Gator Day/Strive 2 Drive Car Drawing. The annual Gator Grab Auction is scheduled for Thursday, April 25, 2024, from 11:00 a.m. to 2:00 p.m. in the MEGlobal Student Pavilion at Brazosport College. The event is to raise funds for scholarships and is held in conjunction with Gator Day, which is sponsored by Student Life. The drawing for the Strive2Drive car will be held at 1:00 p.m. as a part of these events. In addition, the college will be welcoming the new Fred the Gator mascot to Brazosport College with a birthday celebration before the car giveaway. Members of the Board of Regents are invited to attend the events. Lunch is provided.

6.O. ADN Pinning Ceremony. The ADN Pinning Ceremony is scheduled for Thursday, May 9, 2024, at 6:00 p.m. in The Clarion at Brazosport College.

6.P. Community Education Graduation. Community Education Graduation ceremonies for students completing Adult Education and Literacy and Workforce Programs will be held on Thursday, May 16, 2024, at 7:00 p.m. in The Clarion at Brazosport College.

6.Q. Law Enforcement Academy Graduation. The Law Enforcement Academy Graduation will be held on Friday, May 31, 2024, at 6:00 p.m. in The Clarion at Brazosport College.

6.R. 2024 CCATT Annual Conference. The 2024 Community College Association of Texas Trustees (CCATT) Annual Conference has been set for Thursday, Friday, and Saturday, September 12-14, 2024, in Amarillo, Texas, at the Embassy Suites Amarillo Downtown. The theme for the conference is Collaborative Connections: Community College Governance & K-12 Partnerships. Members of the Board of Regents are encouraged to attend with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Chief of Staff and Board Relations. 6.S. ACCT Annual Leadership Congress. The 2024 ACCT Annual Leadership Congress is scheduled for October 23-26, 2024, at the Arch/Washington State Convention Center in Seattle, Washington. The theme for the conference is Community Colleges as Catalysts: Cultivating Skills for the Future. Members of the Board of Regents are encouraged to attend the conference with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Chief of Staff and Board Relations, no later than Thursday, August 1, 2024. 6.T. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

7. Reports/Presentations

7.A. Commencement 2024. The Sr. Vice President, Student Success and Advancement, and two faculty members will present an overview for the Board of Regents on Commencement exercises for the 2023-2024 academic year scheduled for Saturday, May 11, 2024, in the Dow Academic Center at Brazosport College. Ms. Ginger Wooster, 2022-2023 Distinguished Alumna of Brazosport College and Interim Vice President of Financial Services and CFO, will provide the keynote address. The two ceremonies are scheduled to begin at 10:00 a.m. and 2:00 p.m. The college will host a lunch for faculty, staff, commencement guests, and board members between the ceremonies.

7.B. Endowment Investment Update. Mr. Shannon Willems, AB Bernstein, will provide information on the performance and allocation of the College endowment funds. Mr. Willems’ presentation is attached.

8.A. Mission, Vision, and Core Values. At the annual Board Workshop, the Mission, Vision, and Core Values were reviewed and no edits to the Vision Statement and Core Values were made. The Mission, Vision, and Core Values are attached.
It would be appropriate for the Board to confirm the Brazosport College Mission, Vision, and Core Values.

8.B. Vision 2025. Vision 2025 is presented to the Board as part of the annual planning process. Input for these proposed changes and additions were gathered from the annual Board Workshop, the college community, and the Planning and Institutional Effectiveness Council. The attachments include an Executive Summary, Goal Benchmarks and Progress, and Vision 2025.
It would be appropriate for the Board to consider approval of the updated Vision 2025.

8.C. Interlocal Cooperation Agreement for Collection of Taxes. Included in the agenda is a memo detailing requested revisions to the Interlocal Cooperation Agreement for Collection of Taxes with the Brazoria County Tax Office.
It would be appropriate for the Board to approve this agreement.

8.D. Personnel.

8.D.1. Position and Personnel Recommendations. As Brazosport College continues to evolve to meet the varied needs of our stakeholders, it becomes imperative to periodically reassess our organizational structure and align talent to capitalize on the skills and talent necessary for meeting the strategic initiatives and long-term objectives of the College.
The President recommends the following positions and appointments: Assistant Vice President, Academic Affairs - Jeff Detrick Assistant Vice President, Student Success - Lauren McCormick Director, Marketing and Communication - Cesar Jimenez Additionally, the President recommends the removal of "Interim" from the following positions: Interim Vice President, Financial Services & CFO - Ginger Wooster Interim Chief Information Officer - Brian Commons Interim Director, Information Technology - Charles Cole Interim Director, Business Services - Evelyn Cruz It would be appropriate for the Board to approve the position reclassifications and the contracts of those listed for the remainder of the 2023-2024 academic year, and the 2024-2025 academic year.

8.D.2. Employment of Dr. Monique Baucham, Vice President, Academic Affairs & Institutional Effectiveness. Included in the agenda is a communication from the President recommending the appointment of Dr. Monique Baucham, Vice President, Academic Affairs & Institutional Effectiveness, for the remainder of the 2023-2024 academic year and be given a one-year contract for the 2024-2025 academic year. A biographical summary is also included.
It would be appropriate for the Board to approve the contract for the period and conditions identified.

9. Closed Session. Adjournment to closed session pursuant to the Texas Open Meetings Act, Texas Government Code Sections 551.071 and 551.074, for the following purposes:
