6.Q. CCATT Annual Conference. The 2023 Community College Association of Texas Trustees (CCATT) Annual Conference has been set for Thursday, Friday & Saturday, September 14-16, 2023, in Fort Worth, Texas, at the Marriott Hotel and Golf Course at Champion Circle. The theme for the conference is Inspiring Innovation: Community College Governance for the Future. Members of the Board of Regents are encouraged to attend with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Executive Assistant to the President.

6.R. ACCT Annual Leadership Congress. The 2023 ACCT Annual Leadership Congress is scheduled for October 9-12, 2023, at the Aria Resort and Casino in Las Vegas, Nevada. The theme of the conference is Building a Legacy: Uplifting Students and Transforming Communities. Members of the Board of Regents are encouraged to attend the conference with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Executive Assistant to the President, no later than Tuesday, August 1, 2023, in order to ensure a lower rate for the conference and hotel. 6.S. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

8.A. Public Meeting for the 2023-2024 Budget. Attached is the budget and tax planning calendar for FY 2024. Included is a Special Called Board meeting to present the budget for FY 2024 and to discuss the tax rate. It is recommended that the Board approve the Budget and Tax Planning calendar, which includes a Special Called Board meeting on August 7, 2023, at 5:30 pm.
It would be appropriate for the Board to approve the date of the special meeting.

8.B. Bank Depository Bid. The Interim Vice President, Financial Services and CFO, provides the attached memo recommending the Board approve the final 2-year renewal for the period of September 1, 2023 through August 31, 2025 to extend our depository contract with First National Bank, Lake Jackson.
It would be appropriate for the Board to approve this renewal.

8.C. Timely MD. The Interim Vice President, Financial Services and CFO, provides the attached memo recommending a contract with Timely MD to provide virtual mental health services to Brazosport College students. The annual amount of the contract is $168,016.00, but for the initial term there is an additional one-time setup fee of $10,000.00, which is a total of $178,016.00 for year one. The contract term is from September 1, 2023 through August 31, 2024.
It would be appropriate for the Board to approve this recommendation.

8.D. Citi Bank – Procurement and Travel Cards. The Director of Business Services and Controller recommends changing the procurement card service provider from JP Morgan to Citibank. It is recommended that Brazosport College participates in the Texas Comptroller of Public Accounts awarded contract with Citibank for procurement and travel purchases, and related services. Citibank is an approved vendor with the state and offers both a procurement card and travel card program that would be beneficial for Brazosport College. Some of the features include online program tools, online statements, program audit tools, card security contracts and restrictions, as well as rebate opportunities. Scheduled to begin September 1, 2023.
It would be appropriate for the Board to approve this recommendation. |
8.E. Nuventive Assessment Software. The Interim Vice President, Financial Services and CFO, provides the attached memo describing the software technology for Institutional Planning, Assessment, and Improvement. This purchase has been vetted by Information Technology and has all of the required security and is TX-RAMP certified by the Department of Information Resources (DIR).
It would be appropriate for the Board to approve the purchase of the Nuventive software for Planning, Institutional Effectiveness and Research.

8.F. Student Worker Pay Increase. The Vice President, Human Resources recommends a student worker pay increase from $10 per hour to $12 per hour for FY24, beginning September 1, 2023. Included in the agenda is a communication detailing student worker pay expenditures to date.
The President joins in this recommendation. It would be appropriate for the Board to approve the Student Worker Pay Increase for FY 2024.

8.G. Faculty and Administrative/Support Staff Salary Structures. When the Board of Regents adopted the salary structure models in February of 1999, there was a commitment by the Board to periodically review the compensation structures to ensure salaries reflect parity within the labor market. Prior salary surveys occurred biennially, including in 2015, 2017, and 2019. The market surveyed for 2021 included the Gulf Coast Colleges, two-year colleges in Texas awarding baccalaureate degrees, and select employers in Brazoria County. As in previous market surveys, Brazosport College collected and compiled the data and Arthur J. Gallagher analyzed and provided recommendations for the revisions to the current salary structure.
The FY21 Administrative and Support Staff Salary Structure was found to be highly competitive with the market. The structure midpoint was - 0.7 below the 67th percentile of the market. The Faculty Salary Structure was found to be competitive; however, the structure midpoint was -9.6% below the 67th percentile of the market. In Fall 2023, Gallagher is scheduled to conduct the bi-annual salary survey for Brazosport College. However, to remain competitive with market adjustments and to ensure the structure does not fall behind the market, it is recommended that the College increase the Faculty Salary Structure by 2% for FY24. The President joins in this recommendation. It would be appropriate for the Board of Regents to approve the proposed revision to the Faculty Salary Structures, to be effective September 1, 2023.

8.H. Step Increase for FY 2024. Brazosport College’s employees progress through both salary structures via steps. Each step represents approximately a 3% increase in salary. A step increase for each eligible faculty member, and administrative and support staff members help minimize salary compression.
The President joins in this recommendation. It would be appropriate for the Board to approve a step increase for faculty, administrative professionals, and staff, to be effective September 1, 2023. |
8.I. Course Fees. The Dean of Health and Industry provides a revised course fee schedule for courses in the credit instructional programs. These fees are imposed to cover the delivery costs for the SAP courses requiring costly software licensing agreements and appropriately credentialed faculty.
It would be appropriate for the Board to approve these changes.

8.J.1. Employment of Dacharie Ortego as Operations Manager – Center for Business and Industry Training. Included in the agenda is a communication from the Vice President, Industry and Community Resources, recommending the employment of Ms. Dacharie Ortego as Operations Manager – Center for Business and Industry Training, for the remainder of the 2022-2023 academic year and the 2023-2024 academic year. A biographical summary and position notice are also included.
The President joins in this recommendation. It would be appropriate for the Board to approve the contract for the period and conditions identified.
