September 29, 2026 at 5:30 PM - Special City Council Meeting

1. Mayor Mike Feeken calls Special Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Feeken also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

Discuss - Approve / Deny claim of Howard County in the amount of $250,000 for the first (1st) Contract Year 1 Service Fee installment under the "Interlocal Law Enforcement Services and Transition Agreement." The claim is to be paid from the City of St. Paul Police Department appropriation in the 2026-2027 Budget by warrant dated Thursday, October 1, 2026, payable designated by the Howard County Clerk. The warrant is to be delivered to the Howard County Clerk on Thursday, October 1, 2026. All Howard County, Nebraska parties have signed the "Agreement".
Note: Police Department Property tax will arrive monthly through the 2026-2027 Budget in the amount of $364,800; a transfer out of the Light Department in the amount of $178,500 will occur in July/August 2027. The two (2) amounts equal $543,300; the excess will be utilized for Dispatcher pay in the amount of $44,100. Liability insurance, legal, and code enforcement will need to be absorbed through the other City Departments.

5. Discuss - Approve / Deny extending Mary Trentman's City of St. Paul's secretary position for one (1) additional pay period following October 1, 2026.

6. Discuss - Approve / Deny claims for final St. Paul Police Department wages, overtime, compensatory time, and leave payouts of City police personnel, as shown on the schedule presented. 

7. Discuss - Approve / Deny the Mayor and City Clerk signing the inventory asset list, property transfer documents, and Joint Readiness Certification required by the "Interlocal Law Enforcement Services and Transition Agreement", after review by the City Attorney Graham. 

8. Closed Session: The City of St. Paul reserves the right to go into Closed Session when it is clearly necessary for the protection of the public interest or to prevent needless injury to the reputation of an individual and if such individual has not requested a public meeting.

The City of St. Paul abides by the Nebraska Open Meetings Act in conducting business.  A copy of the Nebraska Open Meetings Act is on display in the meeting room as required by Nebraska State Law.
The Mayor and City Council reserve the right to enter into an Executive Session at any time during the meeting, in accordance with the Nebraska Open Meetings Act, even though the closed session may not be indicated on the Agenda.
It is the intention of the Mayor and City Council to take up the items on the agenda in sequential order.  However, the Mayor and City Council reserves the right to take up matters in a different order to accommodate the schedules of the City Council members, person(s) having items on the agenda, and the public.  The City of St. Paul reserves the right to adjust the order of items on the agenda.
