Mayor Mike Feeken calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Feeken also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

7. Discuss - Approve / Deny the City of St. Paul Fire Department billing rates for Year 2026. St. Paul Fire Chief Mike Becker made no changes from 2025.

8. Discuss - Approve / Deny the City of St. Paul Rescue Squad billing rates for Year 2026. St. Paul Rescue Squad rates haven't increased since 2019.

9. Discuss amendment of the St. Paul Municipal Code; to establish new Sections 5-403 to 5-406 of Chapter 5 related to the operation of Light-Weight E-Scooters, E-Bikes, Hoverboards, and E-Moto's (possible action).
Topics to be considered: (1) Utilize a "Boundary Area" instead of a "Business District" definition; (2) City Code 5-401 (Bicycle Operation): No bicycle shall be permitted on any street or other public highway from one-half (1/2) hour after sunset and one-half (1/2) hour before sunrise without a headlight, etc.; (3) Define E-Bike Classifications in 5-401; Discuss: E-Moto's and Man-made E-Bikes; (4) Marked Crossings: U.S. Hwy 281; (5) E-Scooters, E-Bikes and Hoverboards being ridden across U.S. Hwy 281 (permitted to carry or walk alongside such devices); and (6) Reflective clothing at night.
