1. Mayor Mike Feeken calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Feeken also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.
NOTE: Nebraska Statute 17-105. City Council; Meetings: Quorum: When the City Council consists of four (4) members as established by ordinance, the Mayor shall be deemed a member of the City Council for purposes of establishing a quorum when the Mayor's presence is necessary to establish the quorum.

4. Municipal Code 4-315: Nuisances; Hearings.
The City Council or other persons shall hear testimony of all competent persons desiring to testify respecting the condition constituting the nuisance, including the estimated cost of the abatement and other matters which may be pertinent. At the conclusion of the hearing, the City Council shall, by resolution, declare its findings. The City Council may declare the condition existing to be a nuisance and direct the person owning the property to abate it within a reasonable time after the date of posting on the premises a notice of the adoption of the resolution and sending a notice. Discuss - Approve / Deny sending resolution abatement letters to properties listed: (1) 217 8th Street (Ohde); and (2) 1114 Elm Street (Herbig).

5. Discuss - Approve / Deny bid for the replacement of nine (9) light poles in the City Park. The cost of the project will be reimbursed by the Nebraska Dept. of Economic Development (NDED) for the Park Improvement Grant.

6. Discuss - Approve / Deny Consent Agenda Items: (1) Minutes September 15, 2025 (regular) and Minutes September 23, 2025 (special); (2) Disbursements October 6, 2025; and (3) Utilities Superintendent Matt Helzer, Water Commissioner Jeremy Gorecki, and Sewer Commissioner Trae Anderson attending the NE Rural Water Association Workshop on Wednesday, October 22, 2025, in Aurora, NE; there is no cost for the workshop.

7. Discuss - Approve / Deny Family Chiropractic Center (207 Howard Avenue) Property Improvement application regarding the repainting and new awnings for the building in the amount of $4,500.

8. Discuss - Introduce Ordinance #1063, setting the compensation of the Officers and Employees of the City of St. Paul, Nebraska, and to provide for an effective date. This is pursuant to Nebraska Revised Statutes 17-108.

9. Discuss - Approve / Deny Resolution 2025-13, whereas the City of St. Paul Council directs the sale of surplus personal property by online bidding through Purple Wave; there will be no reserve bidding. The City items will be sold November ___, 2025. All sales will be paid to Purple Wave; Purple Wave will then issue a check to the City of St. Paul, NE.
The Clerk shall cause notice and terms of the sale to be posted pursuant to Neb Rev Stat 17-503.02. It has been determined that the fair market value of such property is less than $5,000 and notice of the sale of property will be posted in three (3) prominent places within the City for a period of not less than seven (7) days prior to the sale in accordance with Neb Rev Stat 17-503.01.
