VI.A. Student Recognition
Description:
Alexis Brei Panares is our September Student of the Month. Due to employment commitments the evening of our meeting, he has pre-recorded a video that will be shared at the meeting.

VI.B. School Re-Opening Task Force Update
Description:
The School Re-Opening Task Force met for the first time on September 10th. Teams from district 37, 38, 41, 114 and 124 came together to discuss health and safety requirements as well as health metrics. A copy of the meeting content has been provided and I’d like to share a recap of the meeting and feedback received.

VI.C. Blended Learning Updates
Description:
As of Board meeting week, we have successfully transitioned several groups of students back on campus. Students enrolled in the Transitions Program are finishing up week four on campus, with part of their day spent here for instruction and part of the day working in the community. Although paused for a brief time, the program is back in full swing.
Two sections of students in the Learning Opportunities Program joined us on campus last week and I am happy to report that is going very well. Driver’s Education Behind-the-Wheel Instruction has also resumed in-person instruction. The program is following very specific safety protocols, including limiting passengers, limiting frequency of drives, cleaning and sanitizing, and maintaining strict record of student cohorts. Additionally, this week we implemented the Remote Learning Support Program aimed at providing an in-person, supportive learning environment to assist students who are not experiencing success with remote learning. This includes, but is not limited to, students who are not attending and/or engaging in remote learning classes, not being successful in classes, needing a safe space for remote learning and/or are experiencing ongoing connectivity issues. I’ve included a few additional details about the program. Finally, I would like to discuss with the Board preliminary plans for a phased return to in-person learning.

VI.D. SAT/PSAT Testing
Description:
Due to the stay-at-home order last spring, we were unable to administer the SAT for juniors. With those students now seniors and the SAT a requirement for graduation, we are administering the SAT on Wednesday, October 14th, regardless of whether we are remote learning or in-person. In order to follow social distancing and safety procedures, the seniors will test in two different shifts on that day. There will be a make-up day and seniors will have one additional testing opportunity in the spring to meet the graduation requirement.
Additionally, the District is offering the PSAT/NMSQT on a sign-up basis only on Thursday, October 29th. We have typically offered this to all grade eligible students, but based on the pandemic and remote learning status, we are offering only for interested students. |
VI.E. Extracurricular and Co-Curricular Activities Update
Description:
With approval from the Illinois Department of Public Health, fall sports are currently underway and the newly offered IHSA fall contact days are being utilized by all GCHS athletic teams. As of Tuesday, September 8th, the building is a hub of activity with all participants being asked to closely follow required social distancing and safety protocols.
Co-curricular sponsors have been encouraged to move forward with clubs and activities in a remote way and many groups have indeed started meeting. Our goal is to continue to provide a means for students to be involved beyond the school day but not have to be on campus. Sponsors are actively reimagining how to deliver some of the co-curricular events that in the past have been in-person. |

VI.G. IASB Lake Division Meeting
Description:
Due to the pandemic, the Illinois Association of School Boards has moved all fall division meetings virtual. Because the virtual meetings are easily accessible, board members are welcome to attend any, and as many, of the division meetings that they wish. The meetings will take place on Zoom and will feature a wide range of programs, including crisis planning, childhood trauma, legal issues in a pandemic and remote learning. The Lake Division meeting will take place on Wednesday, October 14, from 6:30-8:00 P.M. If you are interested, registration is available on the IASB website or we would be happy to register you.

VI.H. Joint Annual Conference
Description:
The Joint Annual Conference has been cancelled due to the pandemic. In lieu of the conference, IASB is planning a Virtual Summit on November 20, 2020 from 9 a.m. to 3 p.m. There will be keynote speakers and breakout sessions, similar to the traditional Joint Conference. Registration opens October 1st. If you are interested, registration is available on the IASB website or we would be happy to register you.

VI.I. Village of Volo Development - The Woods of Terra Springs
Description:
The Village of Volo has approved a 240-unit development, The Woods of Terra Springs, which will begin site work this month. I wanted to share with the Board that initial impact fees were estimated at $19,000 for the District. However, after ongoing discussions with Village leadership and the sharing of information regarding potential impact to enrollment, they advocated for an increase to the developer, Cunat. I am happy to report impact fees were negotiated up to $90,000 for District 124, with half of that being paid upfront by the developer. Our appreciation has been expressed to Mayor Henley for his advocacy efforts.

VII.A. Public Act 97-0256 (105 ILCS 5/10-20.47) Sec. 10-20.47
Description:
Each school board shall report to the State Board of Education, on or before October 1 of each year, the base salary and benefits of the district superintendent and all administrators and teachers employed by the school district. For the purposes of this Section, "benefits" includes without limitation vacation days, sick days, bonuses, annuities and retirement enhancements. Prior to this annual reporting to the State Board of Education, the information must be presented at a regular school board meeting, subject to applicable notice requirements and then posted on the Internet website of the school district, if any. VII.B. 2019-2020 Compensation Over $75,000 Report
Description:
Pursuant to a modification made to the Illinois Open Meetings Act (Public Act 97-0609), which took effect January 1, 2012, an IMRF-participating employer must post on its website the "total compensation package" for each employee having a "total compensation package" exceeding $75,000 per year. Under the law, "total compensation package" is defined as salary (all compensation paid to an employee for work done in the year), health insurance, housing allowance, vehicle allowance, clothing allowance, bonuses, loans, vacation days granted and sick days granted. IMRF has taken the position that this requirement applies to "all IMRF employers and their employees (including those not participating in IMRF)." Additionally, the Illinois Attorney General has agreed and advised that employers should abide by such an interpretation. This report is informational only and is required to be posted on our website within five days of passing the budget.

VII.C. Administrative Salary/Benefits Report 2019-2020
Description:
Pursuant to Illinois Public Act 096-0434, on or before October 1st of each year, a school district must post on their website an itemized salary compensation report for every employee in the district holding an administrative certificate and working in that capacity. The salary compensation report shall include without limitation base salary, bonuses, pension contributions, retirement increases, the cost of health insurance, paid sick and vacation day payouts, annuities and any other form of compensation paid on behalf of the employee. As part of this public act, the report must be presented at a regular school board meeting and submitted to the regional superintendent of schools.
