This is an open meeting of the Gibbon City Council. The City of Gibbon abides by the Open Meetings Act in conducting business. A copy of the Open Meetings Act is displayed on the south wall of the Council Chambers as required by state law.
The City Council may vote to go into closed session on any agenda item as allowed by state law.

2. Submittal of Requests for Future Items
Individuals who have items for City Council consideration should complete the Request for Future Agenda items form available from the City Clerk or on the City of Gibbon website.  If the issue can be handled administratively without Council action, notification will be provided.  If the item is scheduled for a meeting or study session, notification of the date will be given.

3. Reserve Time to Speak on Agenda Items
There will be time to speak on agenda action items at the time of discussion prior to any vote of the Council. .

4. Ordinances

4.1. Ordinance No. 716
AN ORDINANCE TEMPORARILY COMBINING THE DUTIES OF THE OFFICES OF CITY ADMINISTRATOR AND CITY CLERK; PROVIDING FOR A TEMPORARY APPOINTMENT, NO ADDITIONAL COMPENSATION, TERMINATION OF THE ARRANGEMENT, AND AN EFFECTIVE DATE.

5. Appointment

5.1. Consider a motion to approve the appointment of Matthew Smallcomb to fill the temporary position of City Clerk.

6. Oath of Office - Matthew Smallcomb - Interim City Clerk

7. Resolution and Motions

7.1. Consider a motion to approve the engagement letter with Dana F. Cole & Company to perform the annual audit for the year ending September 30, 2026.

7.2. Consider a motion to move the November Regular Council Meeting to November 23rd, 2026 at 7:00 p.m.

8. Other Items

8.1. Next Regular Council Meeting will be on Monday, November 23rd, 2026 at 7:00 p.m.
