Description:
At this time the board would like to invite any member of the audience to stand with comments about items of interest or concern that do or do not appear on the agenda this evening. 7.A. Back-to-School Opening
Description:
Preparations for reopening the school this fall are well underway and will wrap up soon. Student registration for an anticipated enrollment of 900 students took place on August 5, and an in-service meeting for returning and new substitute teachers will take place on Thursday, August 14. New teacher orientation is scheduled for August 19-20, with all staff returning on August 21, 25-28. The SOAR half-day orientation for first-year students will take place on the morning of August 28.
We are confident that all key areas have been covered, and we are fully prepared to welcome students back to a safe and productive learning environment. |

8.A. Resolution Authorizing the Use of Community Service Levy Funds for Community Recreation Facilities Debt Service
Description:
The Waterford Union High School District recognizes its responsibility to offer high-quality community services that support lifelong learning, wellness, and civic engagement under the authority of Wis. Stat. §120.13(19). In response to longstanding community interest and engagement, the district has identified a parcel of land suitable for development as a community park and publicly accessible facilities and fields. These facilities will not be used exclusively by the school district or its students, but rather will serve as shared-use amenities for a wide range of community groups. The land will support adult recreation leagues, senior walking and wellness programs, community education fitness courses, and youth sports activities offered through both school-sponsored and third-party programs. The school district views this investment as a core component of its community service mission. Because the project supports non-instructional, community-based use, the Board has approved the use of a Fund 80 levy to service the debt incurred in acquiring the land. A non-referendum general obligation note has been issued to finance the $5 million project, and the district intends to meet debt obligations through annual community service levy collections deposited in Fund 80 and transferred to Fund 38 for repayment. While DPI has historically restricted the use of Fund 80 for capital or debt service purposes, the district’s counsel and auditor support this approach based on the project’s exclusive community service use, public benefit, and operational alignment with §120.13(19). This approach mirrors other Wisconsin districts, such as Racine Unified, which have successfully used community service levies to support community-use infrastructure in the absence of DPI objection. All levy, expenditure, and facility use records will be maintained in accordance with DPI guidelines and WUFAR coding requirements. The district will ensure transparent, equitable, and documented access to the park, facilities, and fields by the public and will not use the facilities for instructional purposes that would otherwise fall within the revenue limit.
