6.A. Consent Agenda

Description:
The Lane ESD
Board of Directors has agreed to implement a consent agenda. All items in the consent agenda are adopted
by a single motion unless a member of the Board or the Superintendent requests
that such item be removed from the consent agenda and acted upon separately.
Generally, consent agenda items are matters which members of the Board agree are routine in nature and should be acted upon in one motion to conserve time and to enable the Board to focus on the other matters on the agenda. Back-up materials for consent agenda items are included in the agenda packet as needed. Minutes of this meeting will reflect action on each item. If any board member wishes to withdraw any consent group item, it will be moved to the appropriate section of the agenda. 6.C. Nominate OSBA Board of Director Candidate

Description:
Chair Duerst-Higgins seat on the OSBA Board of Directors expires December 31, 2019. Nominations for OSBA Board of Directors are due by 5:00 p.m., September 27, 2019.

6.D. Nominate OSBA Legislative Policy Committee Member

Description:
The Legislative Policy Committee (LPC) consists of the voting members
of the OSBA board of directors and 19 representatives nominated and
elected by local boards (school district, ESD or community college)
from 14 regions throughout the state. The vice president of the OSBA
board serves as the chair of the LPC and directs its activities in
conjunction with OSBA's membership, to whom the Legislative Policy
Committee recommends policies and priorities. Individual LPC members
report to and are responsive to boards in their region.
The LPC is an incredible opportunity for board members to look
deeply at education issues in Oregon and work through the process of
guiding OSBA's legislative policies and priorities. LPC members serve
as advocates for public education and the legislative agenda that OSBA
members adopt. Members promote legislative advocacy among member boards
in their regions. They also assist at regional meetings and serve as a
resource in the resolution process at the OSBA annual convention.
Essential duties of LPC membersThe 38-member Legislative Policy Committee develops OSBA's legislative policies and priorities, which it recommends to the membership for approval at the annual membership meeting in November of even-numbered years. The committee also advises the executive director and staff during legislative sessions and may act on behalf of the association in accordance with those policies. Serving as an LPC member requires several trips to Salem, for which the association pays mileage and associated expenses.Members of the Legislative Policy Committee have the following responsibilities:

Term of officeThe term of office for Legislative Policy Committee members is
two calendar years. There is no limit to the number of terms to which
you may be re-elected. Elections are held in the fall in odd-numbered
years, at the same time as OSBA board elections. |
6.E. Approve 2019-20 Board Member District and Agency/Committee Assignments

The Board reviewed the District and Agency/Committee Assignments at its August 2019 meeting. The Board will approve changes made for the 2019-20 year.

6.F. Appoint OAESD Financial Committee Representative

Description:
OAESD is seeking a volunteer to participate on the OAESD Finance Committee. There is a need to convene a Finance Committee to study the 2019-20 OAESD Budget and to make recommendations to the Executive Director regarding the development of hte 2020-21 Budget. In particular, the committee will study both projected revenue and expenditures for the 2019-20 year, review Association financial information for the past two years, and develop a series of assumptions regarding revenue and expenditures for the next three to five years.
It is anticipated that the committee will meet via Zoom or telephone two or three times prior to the annual Summit on November 14 and will make a preliminary report to the Governance Council at that time. It is also anticipated that a proposal regarding Association finances and dues will be presented to the Governance Council at their February 6, 2020 meeting.

Sherry Duerst-Higgins Linda Hamilton Leslie Harris Nora Kent: Attended The Siuslaw School District Meeting to hear the
presentation by the Facility Planning Advisory Board.The school bond to build a
new high school, seismically upgrade the
middle school, and remodel part
of
elementary school failed last November, so the advisory board created an
online
community survey to find out what might meet approval in the future.
Their findings were drawn from 350 community members and 125
faculty and staff. One significant note
regarding the bond was that 25% of those surveyed had been uninformed
about facts, so the board concluded that more time to inform the community in
the future would be necessary . It would
be important to convey to the public
that building a better school would help
build the local economy.In the future the board has decided to request a PAC for 9 months
before the next election, that they propose for May 2021 . They will only ask
to fund the high school, that will promoted as a community learning center to
reach the many resident of Florence who moved there after their kids left
school. They will ask staff members to participate to bride the gap with the
community.
