5.A. Consent Agenda

The Lane ESD
Board of Directors has agreed to implement a consent agenda. All items in the consent agenda are adopted
by a single motion unless a member of the Board or the Superintendent requests
that such item be removed from the consent agenda and acted upon separately.
Generally, consent agenda items are matters which members of the Board agree are routine in nature and should be acted upon in one motion to conserve time and to enable the Board to focus on the other matters on the agenda. Back-up materials for consent agenda items are included in the agenda packet as needed. Minutes of this meeting will reflect action on each item. If any board member wishes to withdraw any consent group item, it will be moved to the appropriate section of the agenda. BE IT RESOLVED that the Board of Directors of Lane ESD adopts the consent group as submitted and listed below. (1) Approve Board Minutes of March 29, 2016 (attachment) BE IT RESOLVED that the Board of Directors of Lane ESD approves the minutes of its meeting March 29, 2016, as submitted. (2) Accept Monthly Human Resources Report and Approve Personnel Recommendations (attachment) BE IT RESOLVED that the Board of Directors of Lane ESD accepts the Monthly Human Resources Report dated April 20, 2016. |

5.D. Approve PACE Resolution

Description:
Oregon law requires that self-insured public entity programs be formed through an intergovernmental agreement between the participating entities. PACE’s original trust was adopted in 2006 and the Trustees just completed a review of the original trust and proposed a couple of changes to the OSBA Board of Directors.
Now that the new PACE Declaration of Trust has been approved by the OSBA Board of Trustees, it is necessary to have all of the trust members have their boards adopt the Joinder of Trust Agreement. The Joinder of Trust Agreement is located on the last page of the enclosed Declaration of Trust. By signing the Joinder of Trust Agreement your board will be entering into an intergovernmental agreement with PACE. Before renewing in the PACE self-insured, property, and liability program, the Board will need to adopt the attached Joinder of Trust Agreement and return a signed copy to PACE. |
5.E. Accept Sick Time Policy - NEW

As discussed in the January 2016, the Board will move to adopt the OSBA required policy on Sick Time.
Oregon signed into law Senate Bill (SB) 454 in June, 2015, making Oregon the fourth state to enact a statewide mandatory paid sick time law. The new law requires Oregon employers Policy Update - January 2016 to provide sick time to employees beginning on January 1, 2016. Employees are able to use the sick time for a wide range of illness or preventive care reasons as well as to take care of family members. Even though ESDs in Oregon have Oregon Revised Statute (ORS) 332.507 that already establishes sick leave requirements for education, ESDs are not exempt from this new law. |
6. Appoint Budget Committee Member

Description:
Kathleen Shelley, Budget Committee Member, ended her tenure on the McKenzie School District Board of Directors on June 30, 2015. She is no longer a member of the Lane ESD Budget Committee. Dennis McCallum, Lowell School District Board of Directors, has volunteered to serve in her place for the remainder of 2016.
BE IT RESOLVED that the Board of Directors of Lane ESD appoints Dennis McCallum, Lowell School District Board Member, to the 2016-17 Budget Committee. |

7.A. Superintendent Evaluation

Description:
The Superintendent Evaluation surveys, sent to the Board, component school district superintendents, Lane ESD Leadership, Lane ESD staff, and community leaders, have been completed. The Board Leadership (Chair and Vice-Chair) will review the collected data and prepare an evaluation summary to be discussed in Executive Session at the May 2016 Board meeting. The Board will determine the time of the Executive Session - either prior to the Regular Board meeting or following the Regular Board meeting.
Superintendent Sullivan will present his self-evaluation in Executive Session at the June 2016 Board meeting. |

7.D. Teacher Employee Appreciation Week

The Board Chair will read out loud the proclamation of appreciation for Licensed Staff.
Licensed Employee Appreciation Week is observed annually during the first full week in May. In 2016, this is the week of May 2. PROCLAMATION: Licensed Employee Appreciation Week May 2-6, 2016 WHEREAS, teachers and licensed employees mold future citizens through guidance and education; and WHEREAS, teachers and licensed employees encounter students of widely differing backgrounds; and WHEREAS, our country’s future depends upon providing quality education to all students; and WHEREAS, teachers and licensed employees spend countless hours preparing lessons, evaluating progress, counseling and coaching students and performing community service; and WHEREAS, our community recognizes and supports its teachers and licensed employees in educating the children of this community. NOW, THEREFORE, BE IT RESOLVED that the Lane Education Service District Board of Directors proclaims May 2-6, 2016, to be LICENSED EMPLOYEE APPRECIATION WEEK; and BE IT FURTHER RESOLVED that the Lane Education Service District Board of Directors strongly encourages all members of our community to join with it in personally expressing appreciation to our licensed employees for their dedication and devotion to their work. Adopted this 26th day of April, 2016. |

Description:
Special Education
While the classroom aspect of the new Comprehensive Services Program will not be operational until this Fall, we have hired a Therapist, Susan Remmers. Susan, along with Wraparound Facilitator Angela Gonzales (employed with our partner, Direction Services) are engaging with the families of the students who are being referred to the program. Susan brings a wealth of experience working in therapeutic school settings and her passion for and skills working with students with complex mental health support needs is greatly valued and appreciated. I am thrilled to have her expertise as we put this program together. |
