The Lane ESD
Board of Directors has agreed to implement a consent agenda. All items in the consent agenda are adopted
by a single motion unless a member of the Board or the Superintendent requests
that such item be removed from the consent agenda and acted upon separately.
Generally, consent agenda items are matters which members of the Board agree are routine in nature and should be acted upon in one motion to conserve time and to enable the Board to focus on the other matters on the agenda. Back-up materials for consent agenda items are included in the agenda packet as needed. Minutes of this meeting will reflect action on each item. If any board member wishes to withdraw any consent group item, it will be moved to the appropriate section of the agenda. BE IT RESOLVED that the Board of Directors of Lane ESD adopts the consent group as submitted and listed below. Pauly Rogers and Co. on February 22, 2016, to review the 2014-15 Financial Audit.
The committee will report to the full board at the regular meeting on January
23-2016. The summary report is
enclosed. The following action is
recommended.

Three component district Budget Committee positions expired in June, 2015. Erik Bishoff, Springfield Public Schools Board, and Alicia Hays, Eugene School District 4J Board have volunteered for another term, ending June 30, 2018. Derek Pennel will replace Wylda Cafferetta, Pleasant Hill School District, serving until June 30, 2018. BE IT RESOLVED that the Board of Directors of Lane ESD appoints Erik Bishoff, Springfield Public Schools Board member, Alicia Hays, Eugene School District 4J Board member, and Derek Pennel, Blachly School District Board Member to the 2016-17 Budget Committee. |

BBFB - The policy language was revised to better reflect the statutory wording for the definition of“relative” from Oregon Revised Statute 244.020(15) and from the Oregon Governments Ethics Law – A Guide for Public Officials, published by the Oregon Government Ethics Commission/ DJC AR - There is a minor edit to DJC-AR - Special Procurements and Exemptions from Competitive Bidding. Under section 10. Telecommunications Systems - Hardware and Software Contracts, delete “b. (4): Be advertised in accordance with applicable provisions of the public contracting code.”Item b. is guidance for an intermediate purchase; intermediate purchases no longer need to be advertised. Hodges, 576 U.S., granted same-sex couples the right to marry. Oregon, previous to this decision, allowed same-sex partners to enter into a domestic partner relationship by obtaining a Certificate of Registered Domestic Partnership (CRDP). In conversation with the Oregon Bureau of Labor and Industries, it was confirmed that same-sex couples whohad obtained a CRDP prior to the Obergefell v. Hodges decision, and have either chosen to not marry or have not yet married, are still eligible for Oregon Family Leave Act (OFLA) leave benefits.This update revises the definition of spouse for Family Medical Leave Act (FMLA). Therefore, this definition of spouse is used only in FMLA, but since Oregon also recognizes a Certificate of Registered Domestic Partnership, the domestic partner language remains in the definition of spouse for any OFLA only administrative regulations.In addition, revisions were made in the ‘Continuation of Health Insurance Benefits’ section as a result of House Bill 2600 (2015), which aligned OFLA continuation of health insurance benefits with FMLA. GCDA_GDDA - During the 2015 Legislative session in House Bill 2412, Oregon Revised Statute (ORS)342.232 was repealed. This statute included language stating ESDs could hire non-licensed employees and allow them to report to work pending the return of a state and national criminal background check. This repeal was effective January 1, 2016. OSBA staff met with the Oregon Department of Education to resolve concerns about the repeal of the ORS. OSBA has drafted the Memo linked below to provide ESDs more guidance on criminal records checks and/or fingerprinting. The OSBA sample policies have been revised to reflect the best practice available to ESDs. IGBAF AR - The State Board of Education made a change in OAR 581-015-2200, in the content of Individualized Education Plan (IEP), to reflect the revisions made to the guidance for IEP teams in the selection of statewide assessments for students on IEPs.“In order to take into account the pervasive nature of a significant cognitive disability and allow the states’ assessment models to appropriately measure the student populations they were designed to measure, Oregon IEP teams will be required to select the Oregon’s Extended Assessment as the only option for all subject areas assessed. Students who participate in Oregon’s Extended Assessment will not participate in Oregon’s general assessments.” JFJC - Senate Bill 790 (2015) added the term “domestic violence” to new or existing,age-appropriate training programs for students in grades 7 through 12 and for school employees. If the ESD operates a school as part of its program, the revised law requires ESDs to include notice of this policy in communication to students and parents, i.e., the school’s or ESD’s student/parent handbook. It further adds that the ESD will cause the posting of the required posters, as provided by the Oregon Department of Education when available, in clearly visible locations in appropriate school campuses. KL - In response to additional requests from OSBA members for more guidance to boards,OSBA’s staff from the policy, labor and legal departments met and added recommended language in the samples for board policy KL - Public Complaints and KL-AR - Public Complaints Procedure. The ESD should review the versions and determine which version the ESD has adopted,make the recommended changes as needed and readopt. The administrative regulation (AR)presented needs board review. 7.E. Oregon Rising (formerly The Right Conversation) (COSA)

Superintendent Larry Sullivan and Superintendent Todd Hamilton
Description:
This three-phase project
will be conducted over the next 18 months, and is aimed at
developing the strongest advocacy effort ever for the 2017
legislative session. The first phase is set for this spring,
when organizers will be asking superintendents (along with principals,
teachers and school board members) to conduct Oregon
Rising conversations with staff, parents, community, boards
and budget committees. With expert assistance from Verb
Marketing + PR, COSA will be providing with everything you
need to make to hold engaging and positive Oregon
Rising conversations in districts. The results of
these conversations will provide the basis for our advocacy
plan next year.

Description:
Technology
Lawren Ward recently completed a well written project plan proposal. Lawren's work was comprehensive, clear and creates a structure for the department to move forward in replacing aging equipment. The plan he created discusses the Uninterruptible Power Supply (UPS) Replacement Project, and proposes several courses of action to replace the aging infrastructure. The intent of project plan is to break down the project components in an understandable way so that whoever reviews the document will be able to understand he various facets of the situation without extensive research. Administration Kudos to Brenda Jones for her support of teachers in process of renewing teaching licenses and assisting with questions related to the new TSPC licensing structure. Instruction, Equity, and Partnerships Due to the strength of our Career Technical Education (CTE) program, ODE selected Lane ESD to implement a Course Equivalency pilot. This exciting opportunity is being lead by Krstin Gunson, who has had the creative foresight to include additional Lane County schools in this project through the use of Perkins funds. |
