Description:
OSBA recently reviewed this policy and made additional changes to more closely match OSHA rules and guidance language.

17.b. Policy JGAB: Use of Restraint or Seclusion
Description:
The procedures for responding to an incident of restraint or seclusion are found in ORS 339.294 and were amended by SB 1024. These amended procedures are represented in the recommended changes to this policy and AR. These changes are a result of the adopted language from the bill related and the revised OARs recently adopted by the State Board.

17.c. Policy CCG: Evaluation of Administrators
Description:
Required Policy. OAR 581-022-2405 requires districts to "adopt and implement personnel policies which address...evaluation procedures." As a reminder, the district should review employment contracts before adopting to ensure there is no conflicting language. Many of the legal requirements in this policy apply only to those who meet the definition of administrator in ORS 342.815.

Description:
The legal references to IGBAF: Special Education - Individualized Education Program (IEP) have been updated to add references to the new laws. No changes in the policy language.

18.b. Policy IGBAF-AR: Special Education - Individualized Education Program (IEP)
Description:
Changes in IGBAF-AR: Special Education: Individualized Education Program (IEP) are due to the passage of Senate Bill 756 (2023) which requires district employees who are assigned to work with students who are on an IEP or 504 Plan, be invited to attend the student's IEP meeting or 504 Plan meeting. The section of the administrative regulation (AR) was also updated to include information regarding abbreviated school days.

18.c. Policy IGBAG: Special Education - Procedural Safeguards
Description:
Changes in Policy IGBAG are due to the passage of SB 758 (2023) to add language to the Independent Educational Evaluations section stating parents are entitled to examine their student's record pertaining to identification, evaluation and educational placement, and the provisions of a free appropriate public education (FAPE) and setting a 10 business day timeline.

Public Comments: The Board will accept public comments for the June 20th, 2024 meeting. The Board is committed to the public comment process and will consider all public comment seriously. Public Comments for virtual meetings will continue to follow School Board Policy BDDH - Public Participation in Board Meetings.
Public Comment Options: Sign-up to speak at the meeting: A sign-up form will be available for those wishing to speak to the school board in person. Comments will follow District Policy with up to 3 minutes allotted per person to speak. Sign-up to speak via Zoom Webinar: Please send an email to publiccomments@nwasco.k12.or.us to receive the Zoom Webinar link and added to the speaker list.
