Description:
Speakers may offer objective criticism of district operations and programs but the board will not hear complaints concerning specific district personnel. 5.c. Policy AC - Nondiscrimination (required changes)
Description:
The State Board of Education has revised all OAR's related to the local complaint procedure and the appeal procedure to the Deputy Supt of Public Instruction. Policies and AR's that are impacted by the revised OAR's are included for re-adoption by the Board.

Description:
The State Board of Education has revised all OAR's related to the local complaint procedure and the appeal procedure to the Deputy Supt of Public Instruction. Policies and AR's that are impacted by the revised OAR's are included for re-adoption by the Board.

5.e. Policy CCG - Evaluation of Administrators (required change)
Description:
The Oregon Board of Education revised the OAR's on Teacher & Administrator Evaluation and Support. These revisions removed the requirements generated by the expired NCLB waiver, while maintaining the integrity of Senate Bill 290. The changes requires district superintendents to regularly evaluate and report to the Board on the implementation of their local evaluation and support systems and educator effectiveness.

5.g. Policy EBBB - Injury / Illness Reports - 1st reading -required changes
Description:
OSHA revised reporting rules resulting in the removal of elementary and secondary school, other schools or instruction and educational support services from 'exempt' status in regards to filling out the OSHA 300 injury tracking log.

5.h. Policy GCDA/GDDA - Criminal Records Checks and Fingerprinting (required)
Description:
The Legislature passed HB 2992 which requires districts to adopt policy that requires a background check for a volunteer if that volunteer is to have direct, unsupervised contact with students. This requirement is effective on January 1st, 2018. Changes by the Board on 1st reading review is noted in BLUE.

Description:
The revision of this policy is the result of a revision by the Teacher Standards and Practices Commission of Oregon Administrative Rule 584-050-0020. The Board reviewed this policy for 1st Reading in July 2017. No changes have been made to the 1st reading.

8.a. Action Item / Discussion: Equipment & Materials Use Request - Cherry Festival
Description:
Approve Equipment Use Request. A request has been submitted to the School Board to use the portable bleachers at the Cherry Festival, April 25th - 30th, 2018. This request is subject to providing proof of liability insurance in the amount of $3,000,000.00 naming North Wasco County District #21 as the additional insurance on said policy. All other conditions of the Equipment and Materials Use Agreement (KGF-AR) apply.

8.c. Action Item: Approve the Secondary ELD Curriculum Adoption (6-12th grade) as presented.
Description:
Two years ago the district adopted the EL Achieve program curriculum with the main focus on elementary Systematic ELD and Construct Meaning for content teachers. The secondary ELD teachers have researched curriculum for EL students in grades 6-12th to complete the ELD Curriculum Adoption for the district.

9.a. Policy IGBBA- Identification - Talented and Gifted Students (required changes)
Description:
A rule change for OAR 581-022-1310 was adopted by the State Board of Education. The change affected the process for identifying talented and gifted (TAG) students, including in under-represented populations, with new testing requirements and best practices for identifying TAG students. OSBA is recommending a single policy that addresses the identification process for all talented and gifted students, and includes the language related to identification of students in the under-represented population.

9.b. Policy IGBBB - Identification - Talented & Gifted Students among Nontypical Populations
Description:
A rule change for OAR 581-022-1310 was adopted by the State Board of Education. The revised policy (IGBBA) has included language for under-represented populations. OSBA is recommending a single policy that addresses the identification process for all talented and gifted students. This policy is recommended to be deleted.

Description:
The State Board of Education revised OAR's related to local complaint procedures and the appeal procedure to the Deputy Supt of Public Instruction for which the Deputy Superintendent has jurisdiction.
