Description:  The Oregon School Boards Association (OSBA) Fall Regional Meeting will be hosted by Douglas ESD, providing an opportunity for local education leaders and board members to receive legislative updates, discuss emerging issues, and engage in regional networking. The Board is invited to attend and participate in conversations that support informed governance and advocacy for public education.

Description:  Superintendent Nicholson will provide a summary of the event and the board secretary will confirm attendance.
Registration opens September 15, and closes October 19.
$100 cancellation fee for the conference.

Description:  Superintendent Nicholson will seek Board direction regarding whether to hold or cancel the November 2026 regular board meeting due to the OSBA Annual Convention occurring the preceding week.

Description:  The Oregon Association of Education Service Districts (OAESD) Fall Summit provides an opportunity for ESD board members and superintendents to engage in statewide discussions on educational priorities, governance, and emerging issues affecting Oregon’s education system. Two Board members are invited to attend the conference alongside the Superintendent to participate in learning sessions, collaborate with peers, and represent Douglas ESD in statewide conversations.

Description:  House Bill 2684 (2025) requires Integrated Pest Management (IPM) Plans to be reviewed at least every five years, updated as necessary, and readopted by the Board. Approval of this item fulfills the Board's statutory readoption requirement, ensures compliance with Oregon law, and authorizes continued implementation and public posting of Douglas ESD's IPM Plan.

Description:  The Ch.190 Agreement was adopted by all 19 ESDs in 2024.  The agreement establishes OAESD as a legal entity while also providing a layer of operational and liability clarity for participating member organizations.  This amendment focuses on only two changes to the existing agreement:

1. Names Multnomah ESD as the new sponsoring organization for OAESD.  We are grateful to LBL for nearly a decade of support, and to MESD for stepping into this role going forward.
2. Adds an additional layer of protection for OAESD members by directing OAESD to procure a separate Directors and Officers insurance policy to cover participation in OAESD governance activities by superintendents and board members.
