2.C. Accounts Payable Special and Regular Run Vouchers
Description:
A complete list of payments contained in Accounts Payable Special Vouchers numbers 9919, 9918, 9917, 9916, 9915, 9914, 9913, 9912, and Regular Run Voucher Number 9911 and 9910 are attached. Vouchers have been prepared in accordance to state law and copies of the Vouchers are available for review by the public at the Superintendent's office prior to the meeting.
RECOMMENDATION: Approve Special Run Voucher Numbers 9919, 9918, 9917, 9916, 9915, 9914, 9913, 9912, and Regular Run Voucher Number 9911 and 9910.

2.D. Personnel Report No. 22-06
Description:
Listed on the Personnel Report No. 22-06 are personnel actions presented for consideration by the Board of Trustees. Salaries for individuals employed will be determined in accordance with salary regulations of the District.

2.E. Budget Voucher Adjustments
Description:
A complete list of budget adjustments made by the Director of Business Services during the recent course of business is provided for review and approval by the Board of Trustees as required by NRS 354.598005.

2.F. Emergency Operations Plan
Description:
Per NRS 388.245, the School District must provide the district's safety plan, Emergency Operations Plan, to the Board of Trustees. Per NRS 388.243 the plan was reviewed by the School District Emergency Operations Plan Development Committee on May 25, 2022 and recommended for approval. DCSD Assistant Director of Educational Services, Shannon Brown, has provided a list reflecting the changes made to the manual for this year.

3. Introduction and Special Recognition (Special Recognition)
Description:
We would like to acknowledge and express our sincere gratitude to the employees who have, or will be, retiring from Douglas County School District this year. The District would like to say "thank you" for the many hours and commitment each of them have given to the education of our students.

8. Superintendent Report SG-G (Administrative Report)
Description:
Superintendent, Keith Lewis, will report to the Board regarding activities of the past month and upcoming District events that may be of interest to them.
Below is a summary of donations received by school sites over the last month. The District wishes to acknowledge and thank the generosity of all donors on behalf of the students we serve. Douglas High School Carson Valley Medical Center-$3248.60 to use for the purchase of two AED units Gardnerville Elementary School Delta Kappa Gamma Society-$250 Nevada Apple Grant for the GES Garden project |
9. Consideration of Final 2021-2022 Budget Amendments and Augmentations SG-G (Discussion and For Possible Action)
Description:
In accordance with Nevada Revised Statutes, Nevada Administrative Code and Department of Taxation Regulations, it is necessary to consider adoption of the following resolutions in order to make final amendments and augmentations to the District's 2021-2022 budgets:
No. 22-02 "Resolution to Amend the General Fund for the Fiscal Year 2021-2022" No. 22-03 "Resolution to Augment and Amend Certain Funds (to which ad valorem taxes are not allocated) for Fiscal Year 2021-2022" All budget amendments and augmentations, both revenues and expenditures, included in the Resolutions are adjustments made to reflect financial events that have occurred after December of 2021 - the last time that the District amended District budgets. Copies of the Resolutions and supporting data are included in each Board Member's agenda packet. These amendments are intended as final budget adjustments for fiscal year 2021-2022, and action is required to make them effective in accordance with Nevada Revised Statutes. RECOMMENDATION: By separate actions, (1) Adopt Resolution No. 22-02, and (2) Adopt Resolution No. 22-03 as submitted by Business Services. |
10. Approval of Board Meeting Dates and Locations for the 2022-2023 School Year SG-G (Discussion and For Possible Action)
Description:
As part of its annual organization, at the January 2022 Board Meeting, the Board approved the schedule of Board Meetings for the 2022 calendar year (February 2022-January 2023). The schedule offered extends the meeting location assignments through the end of the school year (February 2023-June 2023).
RECOMMENDATION: Approve Board meeting dates and locations for the 2022-2023 school year.

11. Annual Renewal of District Property and Casualty Liability Insurance SG-G (Discussion and For Possible Action)
Description:
The District, through agent Brandon Lewis of USI Insurance Services, has obtained renewal quotes for the District's Property and Casualty (P&C) Insurance coverage. Included in each Board Member's packet is an Executive Summary and Coverage Summary of renewal quotes from the Nevada Public Agency Insurance Pool (NPAIP). With no change in the current, $10,000 property and liability deductibles, there was an approximate increase in the renewal premium of 5.9% through the Nevada Public Agency Insurance Pool (NPAIP). The Property and Casualty premium would increase from $820,964 to $869,282. NPAIP continues to provide a wide range of additional services and resources provided to DCSD, including an Employee Assistance Program, HR Resources Consulting, E-Learning, Email Security Training, school safety operations consulting, and other risk management services.
RECOMMENDATION: Direct staff to renew the District's Property and Casualty Liability Coverage through the Nevada Public Agency Insurance Pool (NPAIP) for the period of July 1, 2021 through June 30, 2022 as presented. Funding of the insurance premium is through the General Fund.

12. Annual Renewal of Worker's Compensation and Bond Renewal SG-G (Discussion and For Possible Action)
Description:
Following a market analysis conducted through agent Brandon Lewis of USI Insurance Services, the Board will consider renewal options for the District's Excess Workers' Compensation Insurance and Workers' Compensation Bond coverage.
RECOMMENDATION: Approve a one-year renewal of the District's Excess Workers' Compensation with US Specialty (Star Insurance Company) and Workers' Compensation Bond coverage with Safety National. Authorize the Superintendent to prospectively approve changes in coverage required by the State for the bond or due to changes in payroll expenses. The expenses will be funded out of the District's Self-Insured Workers' Compensation Fund.

13. Designation of Position as Critical Shortage Need SG-G (Discussion and For Possible Action)
Description:
The Board will consider designating Secondary Teachers as a position qualifying to be filled under Critical Shortage Need. The District has had a very difficult time recruiting qualified candidates to fill multiple positions currently open in the district. Designating this position as Critical Shortage Need, if approved by the State, will enable the District to consider candidates who have previously retired within the State, but have a desire to fill the position until it can be filled by an otherwise qualified candidate.
RECOMMENDATION: It is recommended that the Board approve the requested position for Critical Shortage Need. |
14. Superintendent Contract Revision SG-G (Discussion and For Possible Action)
Description:
The Board will discuss reopening the contract of Superintendent Lewis, and the process to be used for negotiating language and compensation to the Superintendent.

15. Public Comment (5:30 p.m.)
Description:
Comments from the public are invited at this time on topics not specifically addressed elsewhere in the agenda. A sign-up sheet is provided and individuals who wish to address the Board are asked to indicate their desire to speak and the topic about which they will speak. Individuals wishing to address the Board at this time will be limited to three minutes. The Board is precluded from acting on items raised during Public Comment that are not already on the agenda.

16. Closed Session (Discussion and For Possible Action)
Description:
The Board will recess to closed session in order to discuss matters with its management representatives pursuant to NRS 288.220(4).

17. Negotiated Agreement with Douglas County Professional Educators Association and Douglas County Support Staff Organization SG-G (Discussion and For Possible Action)
Description:
The District has reached an agreement on a Memorandum of Understanding regarding a salary increase with the Douglas County Professional Educators Association and Douglas County Support Staff Organization for 2022-23.
RECOMMENDATION: Approve the agreement on salary increase with the Douglas County Professional Educators Association and Douglas County Support Staff Organization. |
18. Meet & Confer Agreements SG-G (Discussion and For Possible Action)
Description:
The District, having participated in the Meet & Confer process, has reached agreement on a Memorandum of Understanding regarding a salary increase with the Douglas County Administrators Association, Classified Supervisors and Professional Employees, Confidential Employees, and DCSD Cabinet for 2022-23.
RECOMMENDATION: Approve the agreement on a salary increase with the Douglas County Administrators Association, Classified Supervisors and Professional Employees, Confidential Employees, and DCSD Cabinet for 2022-23. |
19. Prioritizing Agenda-Possible Items for Future Board Meetings (Discussion and For Possible Action)
Description:
The Board will seek requests from its members for items to be placed on future meeting agendas in accordance with its policies. The Board will discuss all agenda items on the list and prioritize those it wishes to come forward at the next Board Meeting.

Description:
