Description:

VI.B. First Read: Policy 4:35 2022 Limiting Rate Increase Referendum Revenue Expenditure Limitations
Description:
In the event the board decides to go out for a limiting rate referendum in November, a policy would be put in place to make sure the money that is acquired by the limiting rate amount would be allocated specifically for the Operations & Maintenance of the schools. This policy would require additional transparency and communication with the community on how the dollars are being spent. |

VI.C. Review Student Handbook Recommendations
Description:
The Parent Teacher Advisory Committee met on Thursday, August 4, 2022, to review student handbooks and building discipline policies as required by SB100. During the meeting, the committee updated the handbooks based on the new laws and mandates with committee members' input. Handbooks are attached as well as the minutes from the committee meeting outlining the changes to the handbooks. |

VII.A. Update on In-Person Learning Plan for 2022-2023
Description:
On August 1st, the in-person learning plan for the 2022-2023 school year was shared with families. We did receive some feedback on the plan that included some minor editing. Thank you to those who did provide feedback and we are excited to open this school year with fewer mitigation than at the start of last year. Attached you will find the plan as of August 2, 2022. |

VII.B. Update on Public Act 102-0522 (Comprehensive Personal Health and Safety and Sexual Health Education Act)
Description:
As the state adopted the national sex-ed standards, Ms. Rae has worked with staff to ensure we are both compliant with Public act 102-522 and meet the needs of our community concerning health and education. Annually, the Health teachers and Ms. Rae meet at the start of the school year to ensure we have a plan for the coming year. As in years past, our plan is based on providing students with skills to maintain healthy relationships. Illinois has restated that districts are not obligated to offer sex education, but they must align with the national standards if they do. We believe we are aligned in our current curriculum based on healthy relationships. This assessment is based on the knowledge that IL Public Act 102-522 requires:

VII.E. Superintendent Goals w/Indicators for 2022-2023
Description:
As part of the D91 superintendent evaluation process, it requires a list of the goals and indicators to be identified so the board can evaluate the superintendent’s progress towards the goals. At the end of July, Ms. Garrett and Dr. Wilkey met to review the current goals and develop the indicators that will be evaluated this upcoming year. RECOMMENDATION Approve the ratification of the July 1, 2022 through June 30, 2026 contract between the District 91 Teacher’s Association and the District 91 Board of Education BACKGROUND INFORMATION Attached is the four year contract that has been negotiated between the District 91 Teacher’s Association and the Board of Education. The Teacher’s Association has ratified the contract through a union vote and was signed on August 1, 2022. It is the recommendation of the BOE negotiations team to ratify the contract as presented. |

IX.E. FY23 Tentative Budget Display
Description:
RECOMMENDATION BACKGROUND The tentative budget will be provided to members on Tuesday and reviewed as a part of the finance committee meeting. The District budget for 2022-2023 must be adopted prior to September 30th. The tentative budget will be on display to the public for 30+ days beginning August 10, 2022, through September 12, 2022, and the final adoption will take place, after a public hearing, on September 13, 2022. It is my recommendation that the Board of Education approves placing the tentative budget as presented, on public display. |

IX.G. Substitute Rates for FY23
Description:
RECOMMENDATION Increase the current substitute rates for teachers, aides, Library, and Nurse to $120 per day and the rate for secretary, lunch/recess, and assistant lunch server to $13 per hour beginning on August 10, 2022. BACKGROUND Below are the historical rates for substituting in District 91.
* Extended rate is defined as after 10 days of assignment in the same position. The daily rate increases to the extended rate on day eleven It is recommended the District 91 Board of Education increase the current substitute rates for teachers, aides, Library, and Nurse to $120 per day and the rate for secretary, lunch/recess, and assistant lunch server to $13 per hour. |

Description:
RECOMMENDATION Approval of the In-Person Learning Plan for 2022-2023 as presented. BACKGROUND Updates have been made to the previous in-person learning plan to reflect the current guidance from ISBE and IDPH. The administration will continue to review updated guidance from ISBE and/or IDPH that may impact changes to our in-person learning guidelines for the 2022-23 school year and update the plan if necessary. It is recommended that the Board of Education approve the updated In-Person Learning Plan for 2022-2023. |

IX.K. Athletic Officials Rate
Description:
RECOMMENDATION
It is recommended that the rate of pay for athletic officials increase from the current rate of $65 to a rate of $75 starting August 1, 2022. BACKGROUNDDuring the 2019-2020 school year was the last increase in athletic official rates within the district to the current amount of $65. Last school year, the LL7 Conference raised the boys’ volleyball official rate to $75. To remain competitive with local districts, we are recommending raising our rates to $75 to attain athletic officials that are IHSA certified. |

Description:
RECOMMENDATION Approval by the Board of Education to utilize the legal services of Himes, Petrarca, and Fester, Chtd. Attorney Firm for district legal purposes. BACKGROUND For the final meeting with negotiations, our district engaged in the services of Mr. John Fester, a partner in the law firm, was recommended to the Board of Education to be added to the legal options that the district may engage with for legal services. Attached is the engagement letter that was signed prior to utilizing their services for the purposes of negotiations. It is my recommendation that the Board of Education approves Himes, Pertarca & Fester, Chtd. Attorney Firm as one of the firms utilized by the district. |

IX.M. Adoption of Resolution for Referendum Question on November ballot
Description:
RECOMMENDATION Approve the resolution providing for and requiring the submission of a public question regarding a limiting rate increase to voters of Lockport School District 91, Will County, Illinois, at the consolidated election to be held on the 8th day of November 2022. BACKGROUND Pending the discussion at the joint Finance and Buildings & Grounds Committee, the board may choose to proceed with a public question regarding a limiting rate increase to voters. The resolution will be attached in extras prior to the board meeting to include the proper rate amounts as discussed in the finance committee meeting. |
