VII. Approval of Consent Agenda
The Consent Agenda is a list of routine non-controversial items, which do not require further discussion and which are approved with one motion and one roll call vote. It is an effective procedure to handle routine matters on the agenda expeditiously. All consent items shall be listed with an asterisk(*) and will be enacted with one motion. However, any member of the Board of Education may request that an item be withdrawn from the Consent Agenda and discussed in its regular order. |

VIII.A. Review of Board of Education Agreements
Description:
BACKGROUND
In 2005 the Board of Education, after participating in a self-evaluation program through Illinois Association of School Boards, developed the attached Board of Education Agreements. Since 2005 the Board has annually reviewed the Agreements to determine if they are applicable and/or need revisions. Please review the 2021-2022 Agreements. Tuesday evening the board will discuss any changes and/or additions members would like to make for the 2022-2023 school year. In August, the document, including agreed upon changes and/or additions will be brought back as an action item for board approval. |

VIII.C. Joint Annual Conference
Description:
Registration for the 2022 Joint Annual Conference opened on Monday, June 6, 2022. The conference is scheduled for November 18-20. Please review your calendar and let me know on Tuesday evening if you will be attending the conference and if you will be staying in Chicago. This will allow Mrs. Melber to register members as soon as possible when registration opens. |

IX.A. Update on Energy Management Savings
Description:
With the prices of both natural gas and electricity rising, it is extremely important to point out the approximate annual savings we will see based on where we locked in with rates and where the current rates are. Attached you will find a breakdown of the cost savings, which equate to approximately $62,500 per year.

XI.A. Accept Donations
Description:
RECOMMENDATION
Accept the donation of legos and yarn for use in the STEM centers in the Kelvin Grove LRC. BACKGROUND Below are descriptions of the donations of the STEM materials made to the Kelvin Grove Library this May: 2 large boxes of legos, donated by Mr. Taylor, community member in Lockport SD91 1 large bun of yarn, donated by Karlee Kane and family 3 large boxes of yarn, donated by Mrs. Jessica Ficaro, LASEC staff member at Kelvin Grove Pictures of the items are included in the attached documents. |

XI.D. Property/Casualty/Student Accident/Fiduciary Insurance Renewal
Description:
RECOMMENDATION
Approve renewal with Collective Liability Insurance Cooperative (CLIC) for 2022-2023 Property/Casualty, Cyber Liability/Identity Theft, Fiduciary Liability, School Board Legal Liability, Pollution Liability and Student Accident Insurance. BACKGROUND With respect to the property/casualty premium, the Loss Fund is fully funded for both the package and the School Board Legal Liabilities coverage. The total approved premium increased from $37,170 to $34,736 without the cyber liability included. CLIC is still awaiting the cost for the cyber liability, which was at $4,873 last year and is anticipated to increase again this year in large part is due to the increasing demand for cyber liability/identity theft coverage. The policy premium for Fiduciary Liability remained the same at $2,150. It is recommended the Board of Education approve the renewal with Collective Liability Insurance Cooperative (CLIC) for Property/Casualty, Cyber Liability/Identity Theft, Fiduciary Liability, School Board Legal Liability, Pollution Liability and Student Accident Insurance for a total premium of $36,886 for FY23 to also include the cyber liability/identity theft coverage upon final coverage. |

XI.E. Building Use Rate for 2022-2023
Description:
RECOMMENDATION
The Board of Education will establish the building use rates for 2022-2023 and continue at the 2021-2022 rates. BACKGROUND The last several years, the Board has decided to maintain the building use rates as shown below:
We currently do not have any non-affiliated organizations renting building space. Thrive Church, due to COVID, and changes within their organization, have not utilized the building this year. It is recommended that the building use rates for FY23 remain the same as FY22 with D91PAA, PTO, and D91 Foundation being permitted to pay the district for a custodian, as needed, instead of paying a building use fee. |

XI.F. Submit FY23 COPS SVPP Application
Description:
RECOMMENDATION
To approve the submission of the FY23 COPS SVPP Application BACKGROUND I am asking the Board to approve the submission of the FY23 COPS SVPP application. After meeting multiple times this year with Mr. Pierson to review the grant, we have decided to scale back our request for the grant to cover the biggest safety concerns within the district at this time. Attached you will find a more detailed explanation of what will be included in the grant request. It is recommended that the Board of Education approve the submission of the FY23 COPS SVPP grant for a total request amount of $535,910, which would require a local district contribution of $133,977 (25% match) |

XI.G. BHFX - Digitizing D91 Building Records
Description:
RECOMMENDATION
To approve the use of BHFX to digitize the Milne-Kelvin Grove building records. BACKGROUND I am asking the Board to approve the use of BHFX to take all of our paper drawings of the building records for use by the architect and digitize them. This is a similar process that we have done with much of our student records, so it will follow the same practice that has already started within the district. Attached you will find a more detailed explanation and quote of what will be completed within this project. It is recommended that the Board of Education approve BHFX to digitize the building records in an amount of $5,400. |

XI.H. Authorize Superintendent to Add Class Sections and Hire Personnel as Needed
Description:
RECOMMENDATION:
Authorize the Superintendent to add class sections and hire personnel as needed for the start of the 2022-2023 school year. BACKGROUND: We will be registering students throughout the summer months. I am requesting that the Board provide the Superintendent the authority to add class sections and hire personnel as needed throughout the summer. Sections will only be added if needed (i.e., the class size exceeds the board’s recommendation, or the administration believes that the class size is so large it will impede students’ ability to learn in the classroom). Members will be kept abreast of class size changes throughout the summer. All hires will be brought to the Board as part of a regular meeting, since there will be a July meeting this year. It is recommended that the Board of Education authorize the Superintendent to add class sections and hire personnel based on guidelines established by the Board of Education. |

XI.I. Estimated July Accounts Payable
Description:
RECOMMENDATION
To approve the payment of accounts payable for the month of July, 2022, up to $450,000. BACKGROUND Since we will not be holding a July meeting, I am asking the Board to approve the payment of all bills due in July prior to the August meeting. The estimated expenditures for July would include the normal monthly bills, bills for facility work, grant expenditures, student consumables, curriculum resources, software licenses, purchased services, and general office supplies. It is recommended the Board of Education approve the payment of accounts payable for July up to $450,000. |

Description:
RECOMMENDATION
To approve the estimated July payrolls. BACKGROUND I am asking the Board to approve in advance, payment of the July payroll, including health insurance premiums, federal and state taxes, IMRF, THIS, and TRS contributions. It is recommended that the Board of Education approve payment of the July payroll estimated at $133,150.00. |

XI.K. Processing of All Summer Purchase Orders
Description:
RECOMMENDATION
Approval to process all summer purchase orders. BACKGROUND Each summer, we purchase all needed consumables, textbooks, supplies, etc. for the upcoming school year. This year is no different. Requisitions are being completed and purchase orders will be sent to vendors at the end of June. It is recommended the Board of Education approve the processing of all summer purchase orders approved by the Superintendent. |

The recommendation for multi-year contract rate increases for FY23 will be presented to the Board of Education upon ratification of the Lockport Teachers’ Association bargaining agreement. |

XI.N. Continued Employment of Support Staff and FY23 Rates
Description:
RECOMMENDATION Continued employment of the listed support staff for the 2022-2023 school year at the established rates to meet the minimum wage requirements while honoring the years of service in the district. BACKGROUND It is recommended that the Board continue the employment of the support staff listed in the attachment provided during the closed session and approve the individual rate increases as presented. |

Description:
RECOMMENDATION
It is recommended the Board of Education approves the disposition of district property including various technology items and building furniture that is no longer in use. BACKGROUND Every summer as we are preparing the schools for the fall reopening, we identify items that are either beyond repair, unsafe for use, or beyond their useful life. We are still inventorying what can be disposed of any will be included in extras before the board meeting. |
