VI. Student Recognition

Description: In accordance with the Board’s goal to recognize student achievement as a regular part of each monthly Board meeting, the Board will recognize students from Kindergarten and KG January Students of the Month.

VII. Building Improvement Plan Presentations

Presenter: Building Principals, Mr. Jennings & Mrs. Koziol

Description: This month, Mrs. Koziol and Mr. Jennings will update the Board regarding their building improvement plans. The presentations will include progress towards goals included in the 2019-2020 building improvement plans and goals added by each building’s leadership team for the 2020-2021 school year.

VIII. Invitation to Address the Board of Education

Description:

Per Policy 2:230 Public Comments at Board of Education Meetings and Petitions to the Board

At each regular and special open meeting, the members of the public and District employees may comment on or ask questions of the Board, subject to reasonable constraints.
The individuals appearing before the Board are expected to follow these guidelines:

Such a person shall submit a request in writing to the Board Secretary to address the Board. Such a request shall be received at least five (5) working days prior to the Board meeting and shall include said reason for the request.
At the meeting, a person who has complied with number 1 above shall inform the Board Secretary of his/her presence at the meeting.
Address the Board only at the appropriate time as indicated on the agenda and when recognized by the Board President.
Identify oneself and be brief. Ordinarily, such comments shall be limited to two minutes. In unusual circumstances, and when an individual has made a request in advance to speak for a longer period of time, the individual may be allowed to speak for more than two minutes.
The Board President may shorten or lengthen an individual’s opportunity to speak. The President may also deny an individual the opportunity if the individual has previously addressed the Board on the same subject within the past 2 months.
The Board President shall have the authority to determine procedural matters regarding public participation not otherwise defined in Board of Education policy.
Conduct oneself with respect and civility toward others and otherwise abide by Board policy, 8:30, Visitors to and Conduct on School Property.

Petitions or written correspondence to the Board shall be presented to the Board of Education in the next regular Board packet unless the Superintendent deems the matter to be urgent.

IX. Board Reports/Discussion Items

IX.A. Proposed 2021-2022 Calendar

Description: The 2021-2022 calendar has been drafted with input from staff and consideration of the LTHS FY22 calendar options.

The proposed calendar along with the two options LTHS is considering are included for members to review. Once the calendar is discussed and any board recommended adjustments are made, a public hearing will be held in March.

X.A. Seniority Lists

Description: The Board of Education is no longer required to approve the support and certified staff seniority lists. However, I have included these lists as supplemental information for members.
Staff members received copies of these lists and had the opportunity to notify me of any discrepancies by February 1, 2021

X.B. State Funding Update

Description: To provide the most current information, an update on state funding will be provided to members as a part of the meeting Tuesday.

X.C. 2021 Financial Profile Designation

Description:
I have included for the Board a copy the 2021 District Financial Profile and a copy of the brochure that tells how the profile is computed.

District 91 has achieved a financial profile rating of 3.9 out of 4.0. This is the highest rating given. We will discuss the profile and rating as a part of Tuesday’s meeting.

XI. Action Items

XI.A. 2021-2022 Budget Preparations

Description: Each year the Board authorizes the Superintendent to prepare a tentative budget for the coming year. This year I will prepare a draft tentative budget which will be updated and presented to the Board by the new Superintendent, Dr. Wilkey.

Information discussed as a part of the Special Meeting of the Board of Education held on February 2, 2021 will be used. However, some of the information required to build the annual budget will not be available until late spring/summer. We are awaiting information on EBF and grant funding from the Illinois State Board of Education and the financial impact of proposed legislation. We know that we may see our largest revenue stream, property tax, come in later than in the past with the payment adjustment the county has approved.

It is my recommendation that the Board of Education authorize the Superintendent to begin work in order to prepare a draft tentative budget for the 2021-2022 school year.

XI.B. School Fees for the 2021-2022 School Year

Description: Each year the Board of Education needs to establish school fees for the following school year. Below are the dates we are tentatively planning for registration:

Online kindergarten registration will open March 1, 2021.
Kindergarten in-person appointments will be March 15, 2021 by appointment only at Milne Grove, for those who have not completed the on-line registration and/or need assistance.
Early bird registration for returning students will begin April 6 through June 4, 2021.
New families may register beginning May 10, 2021.

Currently the district does not charge an "activity fee" for clubs. Art, Science, Nature, Debate clubs, etc. may charge students a fee, but it goes into the club’s activity account for supplies. These fees do not go into the general account to pay the sponsors.

The athletic fees (fee paid for each athletic activity in which a student participates) offset the cost of supplies, tournaments, supervision, and coaching fees. The band fees help to offset the cost of the school instruments and director fee.

Additionally, new chromebooks and cases were purchased in order to implement a 1:1 technology model for all students in the district.

XI.C. 2021 Submission of COPS School Violence Protection Program (SVPP) Application

Description: SVPP funding will provide up to 75% funding for the following school safety measures in and around K-12 (primary and secondary) schools and school grounds:

Coordination with law enforcement.
Training for local law enforcement officers to prevent student violence against others and self.
Metal detectors, locks, lighting, and other deterrent measures.
Technology for expedited notification of local law enforcement during an emergency.
Any other measure the COPS Office determines may provide a significant improvement in security.

The following school safety measures will be available through the Bureau of Justice Assistance’s (BJA’s) section of the STOP School Violence Act of 2018:

Development and operation of anonymous reporting systems:
- Hotlines
- Internet websites
Mobile telephone applications.
Development and operation of a school threat assessment.
Specialized training for school officials in responding to mental health crises.
Training for school personnel and students to prevent student violence against others and self.
Any other measure the BJA determines may provide a significant improvement in security.

This year, Mr. Pierson will be submitting the grant on his own as explained during the last buildings and grounds committee meeting. The following projects will be included in the grant:

Upgrades to our Video Camera System, including LPR cameras at both buildings.
Key Card Entries (Interior and Exterior).
Installation of Blue Point Crisis and Health Alarms.
Additional Lighting.
Reconfiguration of Milne Grove Office (security) Security Notification Software.
Visitor Background Check Software.
Replace current antiquated 2-way radios.
Raptor background check software.
CrisisGo Software.
Safety/ Security Training Costs.
Personnel cost for manage security/safety plan.

XI.D. Locking Recycling Container

Description: Please see the attached letter from Mr. Pierson.

XI.E. Food Service Agreement with LTHS and Meal Rates for FY22

Description: This year, the cost per meal was increased by $.05. For the 2021-2022 school year, LTHS has indicated that costs will increase due to increased costs from Quest and the high school has stated they have discovered some of the labor to produce our meals was being subsidized by them, which they have corrected in the costs for next year. For next year, the cost of each breakfast will increase by $0.10, each lunch will increase $0.35, and each snack will increase by $0.15.

The additional cost we charge over what LTHS charges us for the food, helps to subsidize the District’s cost for personnel to prepare and serve meals. Snack costs for the Early Learners’ Program is covered by the PFA grant.

XI.F. Proposed Action Regarding Feasibility Study

Description: Based on the conversation members had as a part of the January meeting, it was determined that the Board would like to put any action regarding the feasibility study on hold until after the conclusion of the COVID-19 pandemic.

It is important to gather input from the community and work with Will County District 92 to determine next steps if any. Contents of the feasibility study are considered valid for 5 years.

XI.G. IL-NDPA Data Privacy Agreement

Description: Beginning in July every district will have new reporting requirements under the Student Online Personal Protection Act (SOPPA). The LTC has paid for membership for the state of Illinois to create the Illinois Student Privacy Alliance as a member of the national Student Data Privacy Consortium (SDPC). This gives us access to a statewide database of Data Privacy Agreements (DPAs), along with other tools. The most important resource is the Illinois specific National Data Privacy Agreement (IL-NDPA) and processes created around it.

The IL-NDPA is a contract made by the national privacy consortium to cover national requirements along with supplemental state specific requirements in one standardized agreement that all districts can use. The most important part for making this process easy for districts is Exhibit E, "General Offer of Privacy Terms". This allows one district to act as an originating entity and sign an IL-NDPA with the vendor, and if the vendor agrees to Exhibit E, then other districts in the state can sign a copy of Exhibit E and enter into an agreement with the vendor with the same terms.

This reduces the workload from every district negotiating with every vendor they have, allowing the larger districts to deal with the common vendors, and the rest of us only having to work with our specialized/uncommon vendors. For example, I imagine we would originate an IL-NDPA with Harmonic Vision for example.

As a part of SDPC's tools, districts can indicate that they are working on pending agreements with vendors, and I can see quite a few vendors already in the process in which we would need agreements.

Mr. Kincaid has recommended that the Board of Education adopt the IL-NDPA as the district’s standard data privacy agreement with vendors, and where we act as the originating district, encourage vendors to agree to Exhibit E in order to streamline the process with other districts in the state.

XI.H. Personnel Report

XI.I. Plan for Athletics

Description: I have included the most recent information from IESA regarding the return to athletics. Tuesday evening, we will discuss guidelines and procedures in place to keep staff and students safe.

By the evening of the meeting, we hope to have accomplished the following:

Provide all coaches the required concussion training
Hold a coaches meeting to discuss the limited return
Update coaching job descriptions
Determine prorated stipend based on the number of weeks of play
Inform students of the opportunity
Start practices and try-outs

This is a departure from my original recommendation months ago, but I believe it is the right thing to do at this time. My goal is that this will be the first of several measured steps to bring us closer to returning to "normal". There are many tasks that must be completed quickly but we are willing to do everything we need to do to establish an opportunity for our students.
