Description:

X.C. 2021 Financial Profile Designation
Description:
I have included for the Board a copy the 2021 District Financial Profile and a copy of the brochure that tells how the profile is computed. District 91 has achieved a financial profile rating of 3.9 out of 4.0. This is the highest rating given. We will discuss the profile and rating as a part of Tuesday’s meeting.

XI.A. 2021-2022 Budget Preparations
Description:
Each year the Board authorizes the Superintendent to prepare a tentative budget for the coming year. This year I will prepare a draft tentative budget which will be updated and presented to the Board by the new Superintendent, Dr. Wilkey.
Information discussed as a part of the Special Meeting of the Board of Education held on February 2, 2021 will be used. However, some of the information required to build the annual budget will not be available until late spring/summer. We are awaiting information on EBF and grant funding from the Illinois State Board of Education and the financial impact of proposed legislation. We know that we may see our largest revenue stream, property tax, come in later than in the past with the payment adjustment the county has approved. It is my recommendation that the Board of Education authorize the Superintendent to begin work in order to prepare a draft tentative budget for the 2021-2022 school year. |

XI.B. School Fees for the 2021-2022 School Year
Description:
Each year the Board of Education needs to establish school fees for the following school year. Below are the dates we are tentatively planning for registration:
Currently the district does not charge an "activity fee" for clubs. Art, Science, Nature, Debate clubs, etc. may charge students a fee, but it goes into the club’s activity account for supplies. These fees do not go into the general account to pay the sponsors. The athletic fees (fee paid for each athletic activity in which a student participates) offset the cost of supplies, tournaments, supervision, and coaching fees. The band fees help to offset the cost of the school instruments and director fee. Additionally, new chromebooks and cases were purchased in order to implement a 1:1 technology model for all students in the district. Resulting 2021-2022 Fees:

XI.E. Food Service Agreement with LTHS and Meal Rates for FY22
Description:
This year, the cost per meal was increased by $.05. For the 2021-2022 school year, LTHS has indicated that costs will increase due to increased costs from Quest and the high school has stated they have discovered some of the labor to produce our meals was being subsidized by them, which they have corrected in the costs for next year. For next year, the cost of each breakfast will increase by $0.10, each lunch will increase $0.35, and each snack will increase by $0.15.

XI.F. Proposed Action Regarding Feasibility Study
Description:
Based on the conversation members had as a part of the January meeting, it was determined that the Board would like to put any action regarding the feasibility study on hold until after the conclusion of the COVID-19 pandemic.
It is important to gather input from the community and work with Will County District 92 to determine next steps if any. Contents of the feasibility study are considered valid for 5 years. |

XI.G. IL-NDPA Data Privacy Agreement
Description:
Beginning in July every district will have new reporting requirements under the Student Online Personal Protection Act (SOPPA). The LTC has paid for membership for the state of Illinois to create the Illinois Student Privacy Alliance as a member of the national Student Data Privacy Consortium (SDPC). This gives us access to a statewide database of Data Privacy Agreements (DPAs), along with other tools. The most important resource is the Illinois specific National Data Privacy Agreement (IL-NDPA) and processes created around it.
The IL-NDPA is a contract made by the national privacy consortium to cover national requirements along with supplemental state specific requirements in one standardized agreement that all districts can use. The most important part for making this process easy for districts is Exhibit E, "General Offer of Privacy Terms". This allows one district to act as an originating entity and sign an IL-NDPA with the vendor, and if the vendor agrees to Exhibit E, then other districts in the state can sign a copy of Exhibit E and enter into an agreement with the vendor with the same terms. This reduces the workload from every district negotiating with every vendor they have, allowing the larger districts to deal with the common vendors, and the rest of us only having to work with our specialized/uncommon vendors. For example, I imagine we would originate an IL-NDPA with Harmonic Vision for example. As a part of SDPC's tools, districts can indicate that they are working on pending agreements with vendors, and I can see quite a few vendors already in the process in which we would need agreements. Mr. Kincaid has recommended that the Board of Education adopt the IL-NDPA as the district’s standard data privacy agreement with vendors, and where we act as the originating district, encourage vendors to agree to Exhibit E in order to streamline the process with other districts in the state. |

Description:
I have included the most recent information from IESA regarding the return to athletics. Tuesday evening, we will discuss guidelines and procedures in place to keep staff and students safe.
By the evening of the meeting, we hope to have accomplished the following:
This is a departure from my original recommendation months ago, but I believe it is the right thing to do at this time. My goal is that this will be the first of several measured steps to bring us closer to returning to "normal". There are many tasks that must be completed quickly but we are willing to do everything we need to do to establish an opportunity for our students. |
