Description:

VI. Approval of Consent Agenda
The Consent Agenda is a list of routine non-controversial items, which do not require further discussion and which are approved with one motion and one roll call vote. It is an effective procedure to handle routine matters on the agenda expeditiously. All consent items shall be listed with an asterisk(*) and will be enacted with one motion. VII. Staff Recognition
Description:
Tuesday evening we will recognize Mrs. Michelle Bolte for earning her National Board Certification. This is a momentous accomplishment and we are very proud of Michelle!

VIII. Student Recognition
Description:
In accordance with the Board’s goal to recognize student achievements, students from second grade, the October 2020 KG Students of the Month are scheduled to be recognized Tuesday evening. In addition, we will recognize the third grade students and September 2020 KG Students of the Month again as we had some difficulty with the streaming quality of the meeting last month. Building principals will introduce the students and a summary of their accomplishments will be read. Each student will receive a certificate.

Description:

XI.B. 2020 School Report Card Data
Description:
The State Board of Education released the 2020 School Report Cards to the media and public on October 30th.
The 2020 online version of Illinois Report Card is available to the public at http://www.illinoisreportcard.com/. I have attached information from the State Board of Education on metrics affected by COVID-19 along with the Milne Grove and Kelvin Grove report cards. I will present a summary of the school report card information Tuesday evening. |

XII.A. E-Learning Plan
Description:
The e-Learning plan is designed to allow remote learning on days in which an emergency day would have been used. This would include inclement weather days.

XII.B. Estimated Amounts Necessary to be Levied for 2020 Levy
Description:
The levy resolution being recommended will ensure that District 91 does not lose any dollars it is entitled to under the tax cap. It will make sure that even if the most recent estimated EAV from the county clerk increases or decreases (within limits), the district will capture its full entitlement. This year, the district will not need to ask for more than the 5% cap, therefore we are not required to publish a notice or hold a hearing before approving the certificate of tax levy in December.
The estimated aggregate levy recommended this year is as follows: Education $4,450,000 Operation and Maintenance $875,000 Transportation $149,746 Working Cash $12,000 Municipal Retirement $144,148 Social Security $84,493 Fire, Prevention, & Safety $5,056 Tort $52,845 Special Education $49,746 Unemployment $7,013 Total Capped Levy $5,830,047 (not including Bonds) Estimated Bond &Interest $575,204 Total Estimated 2020 Levy $6,405,251 |

XII.C. Proposal for Staff Appreciation
Description:
With COVID-19 changing every facet of our lives, it too has changed normal routines at work. This year instead of hosting a luncheon or giving out gift cards, we would like to purchase each staff member a gift that commemorates this unusual school year and the exceptional work they have been doing as a team to meet the needs of our students. The current budget includes the funds for this purchase.

XII.D. Workers Compensation Contract with IPRF
Description:
The District has had a contract with IPRF since July of 2012 for workers’ compensation. To date we have been very pleased with the service we have been provided through IPRF. The premium cost from January 1, 2020 to December 31, 2020 was $19,398.00.
The proposal we received for January 1, 2021 to December 31, 2021 is $19,537.00. In addition, we have received a preferred loss ratio grant in the amount $2,758.00. |

XII.F. Roof Maintenance Contract (Bennett & Brosseau)

It is my recommendation that the Board of Education approve the contract with Bennett and Brosseau for roof maintenance at Kelvin Grove School for a one time visit during the FY21 school year in the amount of $2,880.00. |

XII.G. AHU Maintenance Contract (Amber Mechanical)
Description:
Please see Mr. Pierson’s recommendation attached.
It is my recommendation that the Board of Education approve the contract Amber Mechanical for AHU maintenance at Kelvin Grove School during the FY20 school year in the amount of $1,998.00. This contract will renew annually until such time the Board of Education determines it is no longer needed. |

XII.H. GSF-USA Contract
Description:
Please see Mr. Pierson’s recommendation attached.
It is my recommendation that the Board of Education approve the contract for temporary custodial services with GSF-USA, Inc. in the amount of $3,500/month. This includes all benefits for the contracted individual. |

XII.I. Winter Athletics
Description:
The governor announced that basketball has been moved into the higher risk category, allowing only no-contact practices, and training only. Our liability cooperative has advised that we follow the guidelines of the governor, IDPH and ISBE. We understand the importance of athletics, and this is not the decision we had hoped for. However, our focus is to do what is necessary to keep our staff and students safe while being able to offer our hybrid learning option.

The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity. [1] However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage Increase Transparency Act may not be closed and shall be open to the public and posted and held in accordance the [the Open Meetings Act]. 5 ILCS 120/2(c)(1), as amended by P.A. 99-646.
